A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. LO observed and discussed the following with the Manager: - Multiple cinder blocks around the garden area, posing a fall hazard. - Diaper changing pad: rips on the vinyl pad does not allow to be cleaned/sanitized properly after each diaper change.
Corrective action. Ensure that all furniture, equipment and fixture within the facility are clean and in good repair.
11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. LO observed and discussed the following with the Manager: - Children's cots/beddings were stacked on top of each other and the beddings/sleeping surfaces were touching the cots stacked below. LO discussed re: hygiene & infection control
Corrective action. Ensure that appropriate health and hygiene is practiced while children are in care.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. There was no indication that Manager's ECE certificate was validated by the ECE registry.
Corrective action. Ensure that all staff files are complete.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. 1. Furniture, equipment, and fixtures were in disrepair, including the following: - Ceilings were removed from the entrance area and nap room revealing the plumbing and electrical that are housed in these areas. The licensee reported that the ceilings have been removed for several months with no barrier in place to prevent exposure to the children. Work has been done on the plumbing and electrical in these areas to accommodate a home renovation located on the top floor above these areas of the home. The Licensee reported that no permits were obtained from the City of Delta for the work that was done in the ceilings of the entrance or nap room over the past several months. Licensee reported that the facility was closed for one week to accommodate the work that was done in the downstairs of the facility to move the plumbing and electrical for the renovation. - Drywall in the entrance of the facility has been removed and replaced in this area but has not been finished. Raw edges are exposed and accessible to the children in this area. 2. Areas of the facility were not clean, including the utility sink in the entrance of the facility and the couch in the children's play area.
Corrective action. 1. Ensure that the facility is clean and in good repair. All areas where the ceiling is exposed to children has a barrier in place to prevent exposure. Drywall should be finished and painted or child exposure prevented. All necessary permits and inspections from the City of Delta should be obtained to ensure the facility is in good repair. 2. All areas of the facility should be clean and in good repair.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Some of the emergency supplies contained in the Emergency Kit, such as food have expired.
Corrective action. Ensure there is a system in place to respond and recover from any emergency

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. Licensee was unable to provide a copy of the written policies during the routine inspection. Licensee stated that a copy of policies would be provided to licensing via email but licensing did not receive a copy of the policies for review.
Corrective action. Ensure there is a copy of policies available on site for review

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): During inspection of the facility it was found that 2 electrical outlets did not have protective covers. One was located at child level in the main play room and the other was located in the washroom.
Corrective action. Ensure all electrical outlets have protective covers to prevent injury.
