Observation. It was observed on multiple occasions during the inspection that children were left unsupervised. Children were observed in forts and under tables, entering the office unattended and in one activity room without adequate adult supervision. This is a re-occurring contravention originally found out of compliance on July 6, 2023 and November 24, 2023. Children must be supervised at all times to ensure their health and safety while in care. A response is required by January 23, 2026 to outline how the risk has been mitigated.

Observation. The facility has a new manager and did not report the change to licensing as required. It is the responsibility of the Licensee to provide a notification of change of manger to Licensing to ensure the health and safety of children in care. A change of manger notification is required to be submitted to Licensing by January 27, 2026. The name of the current manager is not posted in the facility as required. The name of the manager is required to be posted in a prominent place to inform who can be contacted with questions or concerns about the facility. A response is required by January 27, 2026 to confirm the manager's name is posted as required.

Observation. One child requires an Epi-Pen to be on site at all times when the child is in attendance. Evidence is not on file that the Licensee has agreed with the parent to administer the Epi-Pen if required. Any medication that may be administered at the facility requires permission from the parent/guardians as well as evidence the License has agreed to administer the medication. A response is required by January 23, 2026 to confirm consents have been obtained. It was disclosed that an Epi-Pen is kept for one child in the child's backpack. The backpack is stored in a manner that is accessible to the other children in care. This is a re-occurring contravention originally found out of compliance on November 24, 2023. It is the responsibility of the Licensee to ensure that medication is not accessible to the other children in care to maintain the health and safety of all children attending the facility. A response is required by January 23, 2026 that outlines how medication will be stored as required.
- C8.2 - Is each child provided a comprehensive and coordinated program of developmentally appropriate activities that encourages physical, intellectual, language, emotional, and social development?Non-critical
Observation. Upon arrival some children were observed engaging in screen time on tablets. It was disclosed that the program would end the day by watching a movie as a group. The total of the two will exceed the allowable screen time per day. It is required that all licensed child care programs limit screen time to 30 minutes or less per day for the health and safety of the children in care. A response is required by January 27, 2026 to outline how the risk has been mitigated. It was disclosed that children are not being offered daily outdoor play periods afterschool. The program walks from the bus stop to the facility each day totalling 15 minutes of walking each day. Walking from the bus stop afterschool is not sufficient to meet the requirement for outdoor play as it does not allow the children to play freely outside. A response is required by January 23, 2026 to outline how the risk has been mitigated.

Observation. The facility provides a daily snack for children and does not provide the information to parents regarding what has been offered each day. Information must be made available to parents regarding food and drink given to children while in care. A response is required by January 27, 2026 to outline how parents will be informed daily on any food or drink given to children.

Observation. One child's file reviewed indicates no access to the child by one of the child's guardians. There is no corresponding information on file to support the information as listed. It is the responsibility of the Licensee to keep a record of any person who is not permitted access to the child such as a court order, photo of the individual or any other supporting information as requested to ensure the health and safety of the child while in care. A response is required by January 27, 2026 to confirm the child's file is complete. One child has information on file in the form of a care plan. The plan does not contain evidence that it was developed in consultation with the parent. It was disclosed that another child in the program has additional needs that would require a care plan and does not have an active care plan in place. A care plan for each child requiring extra support is required to be developed in consultation with the parent and any person requested by the parent for the health and safety of the child while in care. A response is required by January 30, 2026 to confirm care plans have been developed as required and submit care plans for review. Care plans on file for children with medical needs have not been reviewed in the past year as required. All care plans in place must be reviewed at least once per year with the parent to ensure the plan is relevant for the health and safety of the child while in care. Observation. One employee file is incomplete and missing the person's record of work history and evidence the person has complied with the Province's immunization program. This is a re-occurring contravention originally found out of compliance on November 22, 2023. It is the responsibility of the Licensee to complete employee files prior to employing a person to ensure they are suitable to work with children. A response is required by January 27, 2026 to confirm all employee files are complete.

A system is in place to ensure children's files are complete, however appears ineffective. It is required to obtain and keep written consent from a parent to call a medical practitioner or ambulance for all children in attendance. Observation. The following concerns were observed during inspection: -A child accessed the washroom unsupervised. The washrooms are located outside of the program area in a hallway that has access to two means of exit and are also used by the public. -Three children were observed playing in a designated quiet corner that was set up in the office room. It was observed that the supervision of these children was not maintained at all times. -Staff were observed to leave program area rooms leaving children unsupervised. -Staff were observed both together in one program room while the majority of the children were unsupervised in the adjoining program room. This is a reoccurring contravention originally found out of compliance on July 6, 2023.

Observation. The facility staff and children were at the designated off site play area at the time of inspection. LO observed four children playing at the designated off site play area in the public park washroom entrances. One child from this group was then observed repeatedly walking around and behind the washroom. When this child was behind the washroom they were alone and out of sight of the program staff.

Observation. Facility supervision policies have been recently updated. It was observed the staff were not following the policies as stated.

Observation. A discussion occurred regarding the requirement that all Educator and Assistant certificates be verified through the ECE registry. Managers Assistant certificate needed validation and was completed at the time of inspection.

Observation. Hot water was measured at 55°C. Sections of couch in program were worn away and cannot be effectively sanitized.
