• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. An unlocked cabinet in the bathroom contained Lysol wipes and is accessible to children.

  Corrective action. The Manager said that she will remove the wipes and store them on a high shelf which will be inaccessible to children.

  A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

  Observation. A child with an allergy does not have a care plan.

  Corrective action. Ensure that children requiring extra support have a current care plan.

  The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

  Observation. A care plan was not created and developed in consultation with the parent or any person requested by the parent for one child with allergies.

  Corrective action. Please ensure any child with allergies has a care plan created and developed in consultation with the parent or any person requested by the parent.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. Reference checks for 1 staff was not obtained.

  Corrective action. Please ensure that staff files are completed as per requirements of the legislation.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

  Observation. Adult vitamins were accessible to children in the kitchen area. The baby gate that blocks access to this area was not in place.

  Corrective action. Please ensure children do not have access to any substances that may be harmful.

• NUTRITION AND FOOD SERVICES

  A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide. Observation (CORRECTED DURING INSPECTION): The fridge temperature was 8c.

  Corrective action. To ensure safe storage of food the fridge temperature must be between 0-4c. The fridge temperature was lowered during this inspection.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

  Observation. Files for two children were reviewed. The name and contact number for a doctor or medical clinic was not available in either file.

  Corrective action. The name and contact number for a doctor or medical clinic needs to be available for all children.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. The criminal record check for a staff person is from another facility and has not been obtained through the sharing program of the Criminal Record Review Agency.

  Corrective action. If a criminal record check from another facility is to be used it must be obtained through the Criminal Record Review sharing program.

  Observation. There is no evidence of references being checked for a staff person.

  Corrective action. Please have evidence of references being checked for staff.

• STAFFING

  If a licensee is absent for more than 30 consecutive days, the licensee's temporary replacement must be approved by a medical health officer and (b) in the case of a care program described as In-Home Multi-Age Child Care, be an educator.

  Observation. The Licensee has been absent for more than 30 consecutive days and a temporary replacement has not been approved.

  Corrective action. The Licensee will apply for a temporary exemption to this section of the CCLR.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.

  Observation. There is no evidence of an Infant/Toddler certification being validated through the ECE Registry.

  Corrective action. All Infant/Toddler certificates must be validated through the ECE Registry.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Immunization status was not available for a staff person.

  Corrective action. Immunization status must be available for all staff.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee is satisfied, based on the information available to the licensee under subsection (1) and the licensee's or, in the case of an employee who is not the manager, the manager's own observations on meeting the person, that the person (c) has the training and experience and demonstrates the skills necessary to carry out the duties assigned to the manager or employee.

  Observation. The Licensee has been absent from the facility for more than 30 consecutive days. The staff person who is operating the facility was not able to describe any of the facility polices, was not aware where a copy of the policies could be found and was not aware of where to find a copy of the Community Care & Assisted Living Act (CCALA) or the Child Care Licensing Regulation (CCLR).

  Corrective action. In order to operate the facility in compliance with the legislation and to ensure the health, safety and dignity of children in care, staff need to be aware of facility polices and where to access the policies, the CCALA and the CCLR.
