A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Standing water was observed in the outdoor play area. Manager said it had been there since the day before.

Corrective action. The manager removed the standing water upon inspection and will check the outdoor play area and ensure standing water is not present when children are in care

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Food and water in the emergency supplies was found to be expired

Corrective action. The manager will replace the food and water in the emergency supplies

A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

Observation. One child's file did not have consent to call a medical practitioner or ambulance recorded.

Corrective action. Licensee said it must have been missed.

Corrective action. Please check that emergency food has not expired.

Observation. Upon review of 3 children's files, 1 file did not contain doctors name or number.

Corrective action. Please ensure children's files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. A record of the person's work history was not obtained for one or more employees.

Corrective action. Please ensure staff files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one or more employees.

Corrective action. Please ensure staff file is complete

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Staff certificate had not been maintained by the ECE registry

Corrective action. Please ensure staff file is complete

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Upon review of the earthquake drill records, in the year of 2021, there was no record of compliance.The Licensee stated that she had forgotten to record it.This is a repeat contravention.

Corrective action. Please ensure emergency records are complete.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Upon review of 5 of the children's registrations, 4 files were missing the dates of enrollment.This is a repeat contravention.

Corrective action. Please ensure the children's files are complete.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Upon review of 5 children's files, 1 registration did not have the medical insurance number recorded.This is a repeat contravention.

Corrective action. Please ensure all the children's records are complete.

Observation. The fridge temperature was 4.6c

Corrective action. To ensure safe storage of food please make sure the fridge temperature is between 0-4c.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): The lock on a cupboard containing dish soap and a bottle of cleaning liquid was broken making these items accessible to children.

Corrective action. Please make sure children do not have access to hazardous items.

A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.

Observation. The fire extinguisher needed to be serviced on July 17, 2019.

Corrective action. Please make sure the fire extinguisher is serviced once every 12 months and a valid inspection decal is available.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Fire drills and earthquake drills have not been recorded since June 2020. The manager stated the drills did take place but she did not record them.

Corrective action. Please make sure all fire and earthquake drills are recorded.

A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. The emergency bag does not contain enough food for all the children for up to 72 hours. Discussion took place regarding appropriate food to have in the bag (eg granola bars, yoghurt tubes, food for children who have food allergies)

Corrective action. Please make sure there is enough age appropriate food in the emergency bag for up to 72 hours for all the children.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Time in/out and absences have not been recorded on a consistent basis in 2021. The follwin were observed: No time in/out or absences were recorded from January 13-15, 18-22, 25-29 and from February 1-4.

Corrective action. Arrival time, departure time and absences must be recorded for each child every day.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Files for six children were reviewed. The date of enrolment was missing for 1 child.

Corrective action. Please make sure the date of enrolment is recorded for all children.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Files for six children were reviewed. The care card number was missing in two files.

Corrective action. Please make sure all children's files contain a care card number.

A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.

Observation. There have been no entries in the minor log book since March 2020. The Licensing Officer discussed the type of entries that need to be made in the book.

Corrective action. Please make sure all minor incidents or unusual events are recorded in the minor log book.

A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility. Observation (CORRECTED DURING INSPECTION): The last date of care had not been recorded for two children.

Corrective action. The Licensee corrected this during the inspection.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.

Observation. Care plans were not available for two children with food allergies. The Licensee was able to describe what actions she would take if the children had a reaction and the Licensing Officer discussed what needs to be in a care plan.

Corrective action. Please make sure a care plan is available for all children with additional care needs.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. Files for six children were reviewed. A photograph was not available for two children.

Corrective action. Please make sure a photo is available for all children.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Files for six children were reviewed. The name of a doctor was missing in one file, the phone number for a doctor was missing in one file and the name and phone number for an emergency contact was missing in one file.

Corrective action. Please make sure all files contain the required information.

Corrective action. Please make sure all children have contact information for a doctor or clinic and the name and phone number for an emergency pick up person.
