A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): an electrical cord from a CD player was accessible to children. CCFL is concerned if the children pulled the cord the CD player would fall off the shelf onto them.
Corrective action. The CD player and cord was moved during this inspection.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Areas of drywall are exposed in the main play room and fencing at in the backyard has a green film on some areas.
Corrective action. Please make sure there is no exposed drywall and that the green film on the backyard fence is removed.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. CCFL reviewed the contents of the emergency kit. The kit contains two prepackaged emergency backpacks. The contents of the backpacks do not have enough supplies for all of the children for up to 72 hours. CCFL discussed the need to have supplies specific to infant/toddlers in the kit such as diapers, wipes and food that very young children will be able to eat.
Corrective action. Please make sure the emergency kit contains age appropriate supplies for all children for up to 72 hours.

A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation. Files for four children were reviewed. Parent contracts were not available in two files.
Corrective action. Please make sure parents contracts are available for all families.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): An ECE Assistant was the only staff at the facility for 30 minutes. If the Infant Toddler Educator if not present they must be replaced by an ECE staff. The manager stated there was an emergency this morning and an ECE staff was not available.
Corrective action. The manager stated she is aware of the requirements of the CCLR and this will not occur again.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation. The fire extinguisher needed servicing on December 13, 2019.
Corrective action. Please ensure a current inspection decal is available on the fire extinguisher.
13010 - CCLR s.22(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Files for eight children were reviewed. Emergency contact persons were not available in two files and a doctor's (or walk in clinic) name and phone number was not available in one file.
Corrective action. Please make sure all files have the name of an emergency contact person and doctors name and contact number.
19100 - CCLR s.57(2)(d) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person. Observation (CORRECTED DURING INSPECTION): A criminal record check for one staff person was not obtained through the Criminal Record Review Agency sharing program. The manager stated she has applied through the sharing program but has not received the results yet.
Corrective action. Please ensure all criminal record checks from another facility or training institution are obtained through the sharing program of the Criminal Record Review Agency. The manager stated she will always use the sharing program from now on.
