  Observation. During today's inspection Licensing observed there were four children under the age of 3 years. As per CCLR Schedule E , there can only be three children under the age of 3 years. This is a repeat contravention.

  Corrective action. Licensee will send a compliance plan by November 6 2025.

  A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult. Observation (CORRECTED DURING INSPECTION): During inspection, Licensing observed a volunteer supervising 3 children in the play room. Licensing discussed with the licensee that volunteers cannot provide care. The Licensee switched with the volunteer to provide supervision.

  Corrective action. Licensee said children will be supervised by a qualified staff at all times.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.

  Observation. One staff ECEA certificate expired in August 2025.

  Corrective action. Licensee said she will ask the staff to apply for certificate renewal with the ECE registry.

• STAFFING

  Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.

  Observation. A minimum of two character references were not obtained for the volunteer.

  Corrective action. Licensee said she will obtain 2 records of character references for the volunteer.

  Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (c) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Immunization status was not obtained for the volunteer.

  Corrective action. Licensee said volunteers's immunization status has been obtained but cannot find it during inspection.

  Observation. This month, there was one day when there were four children under the age of 3 years old. There will also be up to five children under the age of 3 years old on Mondays. As per schedule E of the CCLR, there can only be three children under the age of 3.

  Corrective action. The Manager will send a compliance plan by January 20th.

  A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

  Observation. Licensing reviewed 4 children's files and one child was missing record of their immunization status.

  Corrective action. The Manager said she will obtain a record of the child's immunization status.

  A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

  Observation. The Licensee's first aid expired last year in February.

  Corrective action. The Licensee said she will renew the first aid and review the first aid manual in the meantime.

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): diaper cream found on change table , and accessible to the children

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. Upon inspection of outdoor play area, it was observed that a shelf being used as a barrier is no longer secure, posing a tipping hazard. The Manager is aware of this and has plans to fix this during winter break.

  Corrective action. Please ensure facility, furniture, equipment and fixtures are clean and in good repair.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Upon inspection, Licensing observed many outlets accessible to children were not covered.

  Corrective action. Please ensure that a healthy and safe environment is provided at all times.

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. Upon inspection, it was observed that the fire extinguisher has not been serviced annually. The Manager explained she is aware of this and has an upcoming appointment to have this serviced.

  Corrective action. Please ensure fire extinguisher is serviced annually.

  A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

  Observation. Upon inspection, a MSP number was not on file for a child.

  Corrective action. Please ensure each child has a record that includes the medical insurance plan number.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

  Observation. Upon inspection, a staff ECEA certificate was not verified.

  Corrective action. Please ensure all staff who hold an educator or assistant certificate have it verified by the system maintained by the early childhood educator registry.
