A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed all fire extinguishers in each program had not been serviced since Summer 2025. Discussed further with the Manager
Corrective action. Manager will ensure extinguishers are annually serviced and completed by Spring Break.

- HYGIENE AND COMMUNICABLE DISEASE
A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation. Licensing observed the diaper change area moved into the play space, not next to the sink. Further discussed.
Corrective action. Diaper change table will be relocated next to a sink for immediate handwashing.
15015 - CCLR s.14(4)(b) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed that not all children washed hands ready for snack time, nor did a staff assist younger children with hand washing after a diaper change. This was discussed with the staff.
Corrective action. Please ensure a hygiene program is practiced

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Manager name is not posted in either of the program spaces.
Corrective action. Please ensure manager name is prominently posted for families information.
10050 - CCLR s.11(1) - RECORDS AND REPORTING
A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation. Emergency consent was not available for 4 of 7 files reviewed. Further discussed with manager.
Corrective action. Manager will ensure missing information is added to the children's files. Information was available online, but not to staff.
19190 - CCLR s.57(3)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status. Observation (CORRECTED DURING INSPECTION): Licensing reviewed 7 Child files and 4 were observed to be missing: Sex; immunization status; MSP number. Discussed with manager as to missing 2 pages which were located online and will be printed off.
Corrective action. Manager will ensure files are complete.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. On review of child files, Licensing observed a 'desired start date' on the files, but no actual confim=rmation of the date of enrollment.
Corrective action. Please ensure this is included in child records
19080 - CCLR s.57(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact. Observation (CORRECTED DURING INSPECTION): Four child records reviewed were missing medical practitioner information and emergency contact. Discussed with manager as to the missing information had not been printed from the online enrollment form.
Corrective action. Manager will ensure this information is added to the files immediately.

- LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. A certificate of one staff working on site today was not posted. Discussed with the staff on site as to the requirement.
Corrective action. Please ensure all certified staff certificates are prominently posted for those currently employed at the facility.
10070 - CCLR s.11(4) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Attendance records reviewed did not show arrival and departure times for children. Staff said that they had recently changed from an app system to this paper one.
Corrective action. As discussed, please ensure accurate records are maintained particularly in case of an emergency situation.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.
Observation. Staff files reviewed had a checklist of documents required for each staff. This checklist was not complete for 3 out of the 4 staff. Staff on site couldn't produce the records required and said that it may be held at the school, but weren't sure.
Corrective action. Checklists are acceptable if the information is clear that staff have been screened appropriately and records held elsewhere. Please provide a corrective action plan to Licensing with details of what records are held and where.
19340 - CCLR s.59(c) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Of four staff files reviewed, one was missing validation.
Corrective action. Please ensure all certified staff are validated through the ECE Registry.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained or available for review for one or more employees.
Corrective action. Please ensure all employee information is collected/documented.
12090 - CCLR s.19(1)(f) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation. Copies of any diplomas, certificates or other evidence of the person's training and skills were not available for review for one of four staff files reviewed.
Corrective action. Please ensure a system is in place for collecting all necessary documents for employees and recording that information.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Of four staff files reviewed, three were missing evidence of having a current clearance through the criminal record review program. Staff on site said that they have obtained a clearance through the school but there was no evidence on site.
Corrective action. Please ensure clearances obtained for staff are available for review.
