    Observation. Licensing observed the following; - shelving unsecured - risk of tipping onto a child. This is a repeat contravention - Sleeping cribs used for storage of variety of blankets and other items. This is a repeat contravention

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Licensing observed the following: A cupboard in the washroom not affixed to the wall, poses a tipping hazarad. An electrical wire causing a tripping hazard (corrected at inspection) Bleach bottle not located in the washroom to ensure effective sanitization - bottles need to be labelled.

    Corrective action. Please ensure a healthy and safe environment is provided at all times and provide a corrective action plan.

    Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

    Observation. On review of child files, Licensing observed that there were four children under the age of three years, which did not meet group requirements as per Schedule E. Discussed the requirement for a temporary placement to be in place for a more recent enrolment to attend.

    Corrective action. Please ensure group size is met at all times. Please provide a compliance plan by the date below.

  • POLICIES AND PROCEDURES

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. Licensing reviewed the emergency supplies, which were not adequate for the program size and for up to 72 hours of care. Discussed alternatives and recommendations to maintain compliance. The facility policy also indicated emergency care for up to 48 hours.

    Corrective action. Please ensure the plan to mitigate, respond to and recover from an emergncy is accurate and supports care for up to 72 hours.

    In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.

    Observation. Licensing observed that there was not a file available for a new child in care. Manager said that the parents will bring them tomorrow. Licensing acknowledges that the Manager did have contact details for the parent.

    Corrective action. Please ensure a child's registration information is available at the facility prior to the child's first day of attendance.

    A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

    Observation. Licensing reviewed three children's files and observed that two were missing emerency contacts. Manager said that these do not have any emergency contacts in the area. Licensing recommended a note be placed on each file for such information

    Corrective action. Please ensure that children's files contain all relevant information

    Observation. Licensing observed that there was no staff file for the Manager, who is the only staff on site. Licensing did review the certificate validation and first aid, and a copy of the CRC is in the facility file.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Observed within the porch area were a portable BBQ and Smoker positioned on a table. Licensee included that children are aware that this area is out of bounds however it is noted that a system is not in place to restrict access to the area.

    Corrective action. Please ensure that a healthy and safe environment is provided which may include restricting access to areas where items not meant for children's use are stored.

  • EQUIPMENT AND FURNISHINGS

    A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

    Observation. The following equipment was observed to be broken/ in need of repair: Child sized chair missing a bolt appeared unstable Potty seat consisted of a crack posing a pinching risk Toilet paper holder broken away from the wall and replaced with a stand style which is unstable Baseboard heater cover is unattached exposing sharp edges

    Corrective action. Please ensure equipment and supplies are maintained, sturdy and free from hazards in order to reduce risk of injury.Discussed implementing the child care checklist for regular self monitoring practices.

  • EQUIPMENT AND FURNISHINGS

    A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.

    Observation. A separate nap area has been created with use of a curtain to support an amendment to Multi-Age. Previous LO confirmed space requirements and system to ensure nap area is available for use. Observed during today's inspection were stored items within the area. Licensee stated that the space is not used and that children under 36 months are not typically registered. Discussed the requirement to ensure a nap area is available that is away from an activity area for children < 36 mos and a system to darken the windows in place.

    Corrective action. Please provide your plan in ensuring the requirements for napping in a Multi-Age Care program is met.

  • HYGIENE AND COMMUNICABLE DISEASE

    A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

    Observation. Children observed to return to snack after playing outdoors , handwashing did not occur. Also reviewed the expectation that young children participate in handwashing after a diaper change. Reviewed appropriate cleaners to use in sanitizing and disinfecting as the current product used is not meant to be in contact with children's skin.

    Corrective action. Please ensure regular handwashing practices are implemented in order to reduce risk of illness and that products selected for use are safe and effective.

  • HYGIENE AND COMMUNICABLE DISEASE

    A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.

    Observation. Change table is located within the main play area in close proximity to the area where children are seated to eat. Policies reflect changing occurs within the washroom. Licensing included that a change table is not required if the space is limited as a sturdy surface may consist of a change pad placed on the floor. Should you wish to continue with the current location an exemption may be applied for as the area is not next to a sink to support hand washing.

    Corrective action. please include your plan in meeting the requirement for a changing area to occur next to a sink and away from a food area.

    A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.

    Observation. Policies reviewed required updating as they are not reflective to the program offered. for example Families provide lunches and snacks yet the policy includes the facility provides snack. Policies include more than 1 staff member with tasks assigned yet the facility does not employ staff. Diaper changing procedures are listed to occur within the washroom however this was not observed during the inspection.

    Corrective action. Please review the facility polices and make changes were required in order to provide families with accurate information pertaining to your program.

  • RECORDS AND REPORTING

    A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.

    Observation. Practice of documenting minor incidents , illness or unexpected events observed to last be recorded in 2016, licensee included implementing a practice of texting parents.

    Corrective action. reviewed types of incidents and importance of maintaining an internal record for minor injuries. Please ensure current records are maintained as required.

  • STAFFING

    A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

    Observation. Fire drills recorded however not conducted for the month of June. The facility was closed for 2 months during the summer, a fire drill has not yet occurred for the month of Sept.

    Corrective action. please ensure monthly fire drills are held and recorded to aid in safe evacuation from the building if required.

    A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

    Observation. Records include a review of the emergency plan which last occurred June 2020. Supplies noted expired in 2016 , additionally the first aid kit is observed to be inadquently stocked consisting of only bandages and expired ( 2015 ) ointments.

    Corrective action. Ensure a system is in place and reviewed annually in order to meet the needs of the children in your care should an emergency evacuation be required.
