A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius. Observation (CORRECTED DURING INSPECTION): Licensing observed the hot water to read over 58 degrees Celcius. Staff said that children know to turn the tap the other way. Children are not always supervised while washing hands.
Corrective action. Please ensure the hot water remains at a safe temperature bleow 49 degrees Celsius
11230 - CCLR s.47 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Licensing observed cleaning products in the cupboard under the sink in the bathroom which were accessible to children
Corrective action. Please ensure all hazardous materials are stored safely and inaccessible to children
11200 - CCLR s.17 - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed that staff did not sanitize the diaper change pad after use, not assist a child to wash hands after the change. Discussed with the staff the importance of good hygiene practices
Corrective action. Please ensure good hygiene practices are followed and children are properly instructed.

Observation. On review of the staff file on site today, Licensing observed the criminal record check was not current. This is a repeat contravention

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - Mop bucket accessible to children in the hallway area - Soiled blanket left in a plastic bag in the hallway area (removed during inspection) - Soiled diapers left in a bag on top of the covered container in the bathroom - Staff washing floors during children's free play, leaving the floors wet and slippery. Discussed and recommended a more appropriate time to clean floors.
Corrective action. Please ensure a safe environment at all times.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Manager name is not posted. Families need to know who to contact with any concerns.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Licensing observed that the staaff working on site today did not have their certification prominently posted.
Corrective action. Please ensure all staff certificates are posted as required.
10070 - CCLR s.11(4) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Licensing observed that of five children's files reviewed, two were missing dates of enrolment.
Corrective action. Please ensure a system to audit all information received for children in care is complete.
19080 - CCLR s.57(2)(b) - RECORDS AND REPORTING
A Licensee must keep (b) a current record of each person to whom the written agreement is delivered in accordance with that section [CCALA s.19]
Observation. Licensing reviewed facility documentation which was missing a copy of prepayment agreements for those who have prepaid for services.
Corrective action. Please ensure all required documentation is available for review.
19052 - CCLR s.56.1(2)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Of three files reviewed, one file did not contain a site specific criminal record check. The CRC was not expired. The manager file was also missing a CRC.
Corrective action. Please ensure staff are appropriately screened prior to employment.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for the manager.
Corrective action. Please ensure all required documentation is available for review.

Observation. A record of the person's work history was not obtained for one employee. Three files were reviewed.
Corrective action. Please ensure staff files are complete prior to employment.
12060 - CCLR s.19(1)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. On review of three staff files, Licensing observed two files with only one reference. One of these files is for the manager who is required to have three references on file.
Corrective action. Please ensure staff documentation is complete prior to working on site.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. On review of three staff files, Licensing observed that one staff certification was not verified through the ECE Registry. Two other files did have verification.
Corrective action. Please ensure staff files are complete.
