Observation. During the inspection a bottle of cleaning product was found in an area accessible to the children.
Corrective action. Ensure all cleaners and hazardous products are kept out of children's reach.
11200 - CCLR s.17 - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. One staff file missing the required certificate validation by the ECE Registry. This is a repeat contravention.
Corrective action. Manager will ensure all ECE certificates are validated.

- STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon checking of three staff files it was observed that character references were missing or had not been checked and validated. This is a repeat contravention.
Corrective action. Manager/Licensee will adopt a system to obtain and validate the character references for each staff and include it in each staff file.
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Upon check of three staff files it was observed that immunization records were not obtained for two staff..
Corrective action. Licensee/manager will adopt a system to obtain immunization records from staff and the FH Employee Immunization status form will be used.
12090 - CCLR s.19(1)(f) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. Upon check of three staff files it was observed that two staff had first aid certification that did not meet the requirements of Schedule C
Corrective action. Licensee/manager will be signing/enrolling for the First Aid course as soon as January 25th, 2025.
12210 - CCLR s.23(1)(a) - STAFFING
A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.
Observation. Licensing observed that out of four staff one of the staff file was not available at the facility
Corrective action. Licensee/manager will locate the staff file and have it available at the facility.

Observation. Childrens files did not have the medical practitioner phone numbers included.
Corrective action. Ensure that the telephone number for the medical practitioner is included in the children's file.

Observation. Licensing observed that date of enrollment was missing in children's files.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: --Licensing observed that the sheets on the sleeping mats are not removed and are stored in a closet, stacked on top of each other. --The bleach solution is not made on a daily basis and there is no bleach solution bottle available for bathroom. --The closet in the play room did not have a lock on it as it used to stored some hazardous materials such as brooms, mops and plastic.
Corrective action. Ensure that the sheets on the sleeping mats are removed and before storing them in the closet the mats are wiped with the bleach solution. The sheets are stored separately for each child. Beach solution is made daily and there is bottle available for the bathroom. The closet in the play room is kept locked.
11010 - CCLR s.13(1) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed that the single use towels are provided but they are stored in a tray which is left underneath the sink. Children are using the towels to dry their hands but leaving the used towels in the tray.
Corrective action. Ensure that the single use towels are stored higher than sink so that the water is not dripping in the tray from the sink.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Name of the manager was not observed to be posted within the facility
Corrective action. Ensure that name of manager is displayed in a prominent place in the facility.

A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation. Licensing observed that child left the room to go to the bathroom without any supervision.
Corrective action. Ensure that the children are supervised at all times.

Observation. Two of six files reviewed had medical practitioner and contact number missing.
Corrective action. Ensure that for each child a record showing medical practitioner name and phone number are included.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. Licensing observed that the staff wen asked by licensing was not able to explain the practice to implement the emergency plan.
Corrective action. Ensure that the implementation of the Emergency Evacuation plan is reviewed and the schedule to implement the emergency evacuation drill at least once a year is decided.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation. Copies of certificates or other evidence(transcript) of the person's training and skills were not obtained.
Corrective action. Ensure that the certificates and transcripts are obtained and included in the staff file before start of employment.
