  Observation. It was alleged that a child in care was hit with a wooden spoon by a staff member as a form of discipline. The licensee has conducted an investigation and through interviews of witnessing staff and the alleged staff member, substantiated that a child was subjected to corporal punishment while in care. The Child Care Licensing Regulation Section 52 (1)(d) states that a child must not be subjected to any form of corporal punishment while under the care and supervision of the licensee. Licensing has received a written plan indicating the steps that have been taken to ensure the safety of all children in care.

• C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

  Observation. The fire drill system was not located in a prominent place at time of inspection. The current fire drill record did not include dates for December 2024 and January 2025. There was no record of the emergency plan being practiced/reviewed by each employee in 2024.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. Child records were reviewed at random. One record for a child attending the Group Child Care - School Age program did not include a care card or signed emergency consent. A system must be in place to ensure adequate documentation is obtained prior to a child attending the facility. Staff file documentation was not located in a single place at the facility as required. Missing documents had to be tracked down at time of inspection. One staff file was not located on site at time of inspection. Licensing Officer was unable to review required documents.
