Observation. Regarding intake December 12, 2025, Licensing determined staff were not following the behaviour guidance policy.
Corrective action. Ensure the policies an procedures are implemented by employees. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On February 9, 2026, Licensee submitted a corrective action plan to Licensing. The corrective plan included: staff would review the revised Behaviour Guidance policy by February 9, 2026. The revised policy included direction to staff on examples where physical contact and physical redirection would be permitted. The corrective action plan was reviewed and accepted by Licensing.
3020 - CCLR 56(2) - If the child has a care plan that includes instructions respecting behavioural guidance, the licensee must ensure that if the behavioural guidance includes the use of restraints, that the restraints are administered only by a person who is trained in the use of, and alternatives to the use of, restraints.
Observation. Regarding intake December 12, 2025, Licensing determined the care plan for a child was not being followed, specifically the use of restraints.

3010 - CCLR 19(1)(b) - A licensee, other than a licensee who provides a care program described as School Age Care on School Grounds, must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Licensing tested the Group Child Care (30 Months to School Age) sinks and had water readings between 55.0 and 59.1degrees Celsius. This represents an immediate risk to the health and safety of persons in care and must be corrected immediately. The Manager turned off the hot water during the inspection and stated it would not be turned on until Licensing could return to reassess. Full compliance will not be achieved until the plan has been implemented and completed.
Corrective action. Ensure any heated water accessible to children is heated to no more than 49 degrees Celsius.

Observation. Licensing observed 19 children in care with three staff (ECE, ECEA and RA) in the Group Child Care (30 Months to School Age). This is not compliant with Schedule E. Additionally, staff stated an ECEA was covering breaks for the ITE and ECE in the Group Child Care (Under 36 Months).
Corrective action. Ensure ratio of employees to children is no less than that permitted in Schedule E.
