    Observation. LO observed the Licensee loudly "shushing" children during a floor activity as a means of gaining their attention. This is not respectful or developmentally appropriate behavior guidance. This also does not support the dignity of the children in care (CCALA Sec. 7(1)(b)). A follow up conversation with the Licensee took place, and LO requested a copy of the program's guidance policy.

    Observation. Outstanding issue from Licensing investigation in August 2022: During staff interviews, one staff stated that they observed other staff including staff R pulling on children's arms, pushing them to where they needed to go, shaming, and "often" yelling at them ------------------------------------------- During today's visit LO did not observe physical redirection; however LO observed staff R aggressively "shushing" children throughout the morning and especially during circle time. Staff R used language such as "you're not listening" ,"think!" and singling out a child: "do you think it's nice to have a conversation while I am talking?". The tone of voice and language used by staff R was not respectful or developmentally appropriate for the ages of children in care. LO had a conversation with the staff to discuss observations noted above. We discussed that if children are not engaged at circle time, it is not appropriate to keep insisting that they must sit quietly and listen, that it becomes frustrating for the children and for the staff. LO also observed a 2nd staff who was busy cleaning the room during circle time - we discussed that having the staff included in circle for support might help to keep the group interested and engaged. We discussed follow up from the investigation findings in August this year and staff R stated that the Licensee is on site every Monday to support the team. Staff R stated that she has undertaken professional development training and will provide LO with details.

    Observation. The manager listed on the facility licence is no longer working in the program. During today's inspection visit the LC stated that the manager left in September. We discussed that LC could be appointed manager while she hires an appropriate staff person. This will require an exemption in place in order for LC to manage 2 facilities. LO will provide exemption paperwork.

    Hazardous objects and substances are inaccessible to children. [CCLR Sec 17]

    Observation. Under the sink in one of the bathrooms is a can of Lysol spray. This is accessible to children and is hazardous. There are two entrances to the kitchen, both were open and children would have access to entire kitchen, discussed with staff the importance of keeping the doors / gate closed.

    All indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children, safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)]

    Observation. There were items in the outdoor space that were between the fence and the storage shed and staff stated are to be removed. These items could be a hazard to children and should be removed as soon as staff identify them as hazardous. There is also other equipment that appears to show wear and tear and staff stated are not sturdy. It is up to staff to ensure materials and equipment accessible to children are safe and free from hazard. Discussion with staff regarding the stumps that are available to children, it is important that staff and children are clear on how these items are used and what are some safety rules when using these.

    Observation. While most children's files were complete, there were a few who were missing immunization status and one child appeared to be missing emergency contact information that was for someone other that their parent.

    Observation. There are two new staff on site with the children, one file is missing CRC and both files are missing immunization status.

    Observation. There is a sheet of fire drills posted in the cupboard, this sheet shows that drill have been done through till June 2021. It is important to remember that fire drills must be done every month, and there must be at least on emergency drill done during the year.
