    Observation. Licensing observed open windows in both bedrooms with beds placed in close proximity to the windows. This poses a risk of a child falling out of the third floor windows if they were to climb onto the bed. None of the windows had restrictors.

    Equipment, furniture and supplies are located so as not to block or hamper exits in the case of fire or other emergency. [CCLR Sec. 15(1)(b)]

    Observation. As observed on August 23, 2021 inspection: LO observed that the hallway into the facility was partially blocked by a coat bench with hooks and folding screen, creating a narrow exit. Bags were placed on top of the bench. LO discussed that the bench impedes a safe fire escape, to which the Licensee disagreed. It was mutually agreed to have a City of Vancouver fire inspector assess the hallway; LO will send a request to the City. As per November 17 follow up inspection: The Licensee reported that a City of Vancouver fire inspector has not yet come in. Licensing stated that two requests had been send out. Upon consultation with the senior licensing officer back at the office, the licensing officer send an inquiry to the City of Vancouver fire department asking for the minimum width of a fire exit in an apartment. Once the City of Vancouver fire inspector confirms the minimum width for a fire exit, the licensing officer will inform the Licensee.

    Observation. LO observed toiletries and cosmetics in an unlocked cabinet under the bathroom sink. The cabinet lock was secured at the time of inspection. LO observed bi-fold doors in the hallway that posed a pinching hazard. LO observed uncovered electrical outlets in the living room.

    Staff are trained in the implementation of the fire drill system and the emergency plan, including the use of any equipment noted in the fire drill system and emergency plan. [CCLR Sec. 22(2)(a)]

    Observation. The fire extinguishers have not been inspected and tested annually by an authorized fire protection professional as required by BC fire Code Section 6.2. The Licensee stated that this usually happens once a year in the coop building but, due to COVID-19, fire inspectors did not come out this year.
