  • PHYSICAL, EQUIPMENT AND FURNISHING / Play Area, Materials and EquipmentNon-critical

The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

Observation. Snow covered the back yard so I was not able to adequately assess for compliance today. However the fence appears to be in satisfactory condition. I was unable to open the gate easily and the gate could not latch. I wondered if this was due to temperature and ice but Licensee stated the gate's condition predated the weather - it is broken. Licensee is working on having a contractor come to repair the gate and latch.

  • PHYSICAL, EQUIPMENT AND FURNISHING / Furniture, Equipment and FixturesNon-critical

Furniture or equipment for sleeping is used by only one child at a time, is clean and comfortable, and is appropriate for the size, age and development of the children intended to use it. [CCLR Sec. 15(2)]

Observation. In the small west bedroom - Noted mats placed up against the wall with sheets on next to each other. Observed three play pens ready for use as well as a mat with sheets on up against the south wall. Inquired with Licensee re use. Licensee said the two mats next to each other were not currently in use. Discussed the importance of ensuring mats and bedding are stored in a hygienic manner. Noted that Licensee had demonstrated compliance with this in the past. Licensee said she understood. Discussed the use of play pens for children in care. Licensee is using with play pens with children over the age of 2 years. This is not consistent with manufacturer's instructions and represents a climbing / tipping hazard. Informed Licensee that she must shift the children to age appropriate sleeping arrangements. Licensee said she would store the play pens and move the children over to mats as of Tuesday February 20, 2024. She noted this meant the children would be more active. I stated I understood that it is a change but necessary to prevent injury. Licensee stated she would send a photo of the new sleeping arrangements.

  • RECORDS AND REPORTING / Community Care Facility RecordsNon-critical

There is current log of minor incidents, illnesses and unexpected events, that did not require medical attention and were not reportable incidents described in Schedule H. [CCLR Sec. 56(1)(f)]

Observation. There was no minor incident book / log to review. Licensee has ceased the practice. The Licensee has had a minor incident book during past inspections. Licensee stated she would obtain a new minor incident log book and keep up with the practice.

  • LICENSING / Continuing duty to informNon-critical

Licensing has been notified immediately of any change in the information provided under Section 9 (Applying for a License). [CCLR Sec. 10(1)]

Observation. Noted that the Licensee appeared to have set up the one activity room downstairs for nap (e.g. nap mats were out). Inquired about the side room and what was happening with that space. Licensee confirmed and we observed that the room had been converted into a bedroom for her son - there was a single bed and large cabinet as well as two playpens. The Licensee said two of the children slept in the playpens and the rest slept out in the activity room. She confirmed the space was only used for nap. Noted that this was a significant change from when the licence was issued. Capacity for the family child care (7) had been based on full use of the two rooms downstairs. Noted this left two options - one to reduce capacity and two to convert the room back to play / nap space. Licensee stated her son was leaving for school / work next weekend and she would remove the bed and cabinet. She offered to have it completed by Tuesday February 28, 2023 and would confirm with photos. We agreed to this plan.

  • PHYSICAL, EQUIPMENT AND FURNISHING / Play Area, Materials and EquipmentNon-critical

All indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children, safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)]

Observation. The outdoor play equipment is in need of a pressure wash to remove seasonal slippery slime and algae.

  • STAFFING / Emergency Training and EquipmentNon-critical

Implementation of the fire drill system is practiced at least once each month, and implementation of the emergency plan is practiced at least once each year. [CCLR Sec. 22(2)(b)(c)]

Observation. Licensee was keeping up with conducting and recording monthly fire drills. This practice has slipped lately. The last recorded drill was November 2022.

When I came into the yard, noted the self closure on the gate (east side) entering into the back yard needs to be adjusted. The gate stops at about 3/ 4 of the way, i.e. swings back but does not shut.

  • RECORDS AND REPORTING / Records For Each ChildNon-critical

The licensee keeps a current record for each child showing the information required. [CCLR Sec. 57]

Observation. The children's files were up to date and complete except for two children who appear to be missing immunization records, i.e. the family had completed the cover form but not provided the immunization record even though they had ticked - see attached - for the records. Licensee stated she would follow up.
