    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. Despite best efforts on the behalf of Manager, staff team and Licensee, the portable is aging and items are requiring timely attention. The following were discussed today: * The flooring has been replaced in the entry, washrooms and kitchen. It is now time to replace flooring throughout each activity area. Flooring is such that it can no longer be cleaned properly, there are numerous cracks and tears in the vinyl and there is concern for the condition of the floor board if replacement does not take place. * Majority of fluorescent lighting is original. Because of the age of the lighting fixtures, it is difficult to find covers. Covers are held on with clips, routinely fall off and several are cracked. This does not ensure the safety of the children playing below. The fixtures themselves no longer provide adequate lighting in darker corners of the room. * Ceiling tiles - it is unclear how they are secured to the ceiling but it appears to be some kind of adhesive. Ceiling tiles regularly fall off and have to be reapplied. Some ceiling tiles are showing age and stained. Licensee and Manager want to explore possibility of an alternative ceiling. CCFL supports this inquiry into options. * Manager has not been able to find brackets to fit the existing original rails in the built in shelving. As a result, the shelves fall or cannot be used limiting their functionality. * There is aging laminate on the top of the built in shelving units. Pieces of the laminate have fallen off exposing particle board and sections have been damaged. Finish is thin and porous making it difficult to clean and sanitize. * The furnace in the south room has tape that appears to be securing the side of the metal panel. Manager will explore what the issue is. Goal is to find a means of securing panel without use of tape. Required actions arising from this inspection and discussion above are cited below. CCFL will require a timeline from the Licensee and Manager for the required work.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. Currently the equipment and level of resilient ground cover in both play structure areas appear to be in satisfactory condition. Outdoor playground checks are done routinely each day. Staff members, lead staff and Manager stated that if any issues are noted with the equipment and or fibar, they inform the engineer and that VSB has followed up. Staff noted that earlier this year, the landscape membrane was exposed and fibar low particularly in high impact areas such as the swings. VSB facilities followed up and topped up the fibar. Children use the school grounds including the "red" and "blue" playground areas and the large cement play area and undercover space alongside the school. Noted the school has added asphalt walkways to the playground structures - red and blue playgrounds. Staff team think it is because there is a child with a wheelchair now attending the school. The main entry staircase and the west exit are showing signs of wood rot (large gouges and chipping) and wear. There is some movement in some planks on the platform and steps. Grey paint surface is peeling. Both stairs are heavily used by children, staff and families. Discussed with lead staff, staff team members and Manager. It is clear that the staircase either must be replaced entirely or at the least the rotted elements removed and replaced. Discussed sealing the wood with a weather resistant stain versus the grey paint that peels within two years. Manager and I have discussed the condition and type of paint on occasions in the past. Manager stated they would follow up. On each side of the path to the main entry staircase to the portable are wood rails. Two large rails on the west and east side of the path are now rotted through and large nails exposed. The rails must be removed and or replaced to ensure safety. Manager concurred.

    Instructions in a child's record or care plan respecting food and drink for the child are followed. [CCLR Sec.48(2)]

    Observation. Care plans regarding food are posted in the kitchen. Epipens are carried in back packs and follow the children with care plans. AS and I discussed a child whose parent has not provided the OSC with a replacement for an expired epipen. The parent has informed the centre that the epipen is in the child's backpack which they carry to and from home to school to school age care. The centre has asked for an additional epipen to be stored at all times at the centre. Confirmed acceptable options for meeting the intention of the regulation. For example, one option is having a second epipen for the centre. Another option requires a protocol re the child carrying the epipen in their backpack, e.g. this might be acceptable IF there is a protocol in place to 1) check the backpack upon arrival or pick up each day and that 2) the epipen "travels" with the child - to the outdoor play area or on out trips. AS will follow up with Manager to confirm next steps and establish a protocol if no second replacement epipen is forthcoming.

    Observation. Overall the furnishings and equipment meet requirements. However there are a number of exceptions that require action and one replacement to be planned for the near future. See below for details.

  • RECORDS AND REPORTING / Safe Play Space Standard of PracticeNon-critical

    Maintenance of Equipment: A log is kept of all inspections, maintenance and repairs. [Director of Licensing Standard of Practice - Safe Play Space]

    Observation. Reviewed playground inspection logs. It appears that recording of playground inspections has lapsed again. There are large gaps in record, sometimes weeks or months are missing. Spoke with AS and staff team members. All stated their commitment to getting this practice back on track.

  • STAFFING / Emergency Training and EquipmentNon-critical

    Implementation of the fire drill system is practiced at least once each month, and implementation of the emergency plan is practiced at least once each year. [CCLR Sec. 22(2)(b)(c)]

    Observation. The record of drills indicated significant gaps. Staff members confirmed that practices are sporadic, e.g. no drills occurred in the summer. Records shows that drills were done in February, April and May 2023 and then again in September 2023. An emergency drill (earthquake) was done in 2022. The CCLR requires that fire drills are practiced and recorded monthly, that emergency plans are practiced at least once a year. Staff team is aware of licensing requirements. In addition to those required as per the CCLR, CCFL strongly recommends other emergency drills be created and practiced, including power outage and lockdown procedures. This is all the more important as Grandview is located on school grounds with other licensed programs - Grandview daycare and Singing Frog preschool.

    Observation. Overall the furnishings and equipment were in satisfactory condition. One round table on the south side is in disrepair. Staff stated that a work order was in progress. Also noted that children's art must sit to dry on built in shelving unit leaving paint stains, difficult to maintain. Staff stated a drying rack would be a welcome addition to the program supplies. Staff also noted that a sensory table would be welcome, e.g. a large water / sand table suitable for use by school age children.
