The community care facility is operated in a manner that promotes the health, safety, dignity of the children in care. [CCALA Sec. 7(1)(b) Standards to be Maintained]
Observation. On more than one occasion during the inspection, LO observed staff using inappropriate and negative interactions. Some of what was observed included - time out, ignoring a child crying, pushing a child, and engaging in negative language (including body language).
- PROGRAM / Program of activitiesNon-critical
Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]
Observation. LO observed a variety of activities throughout the inspection. The follow areas were discussed with the manager and are of concern to licensing: - circle - the length of time children sat was not appropriate for this age group. Children were sat at chairs and when they got up (due to curiosity or lack of attention) they were taken back to their seat or told to sit down. - meal time - children were showing signs of being hungry, but staff were warming up all lunches at the same time which meant that children had to wait for everyone to get their food. Some children struggled to wait while other children struggled to sit at circle. - use of space - after lunch, LO observed one staff in the play area with all the children (except a few in the bathroom). The staff was blocking off part of the room and children were only allowed to use part of the space. It was also observed that the second staff was cleaning the lunch area. This left one staff with a large group, in an area that lacks adequate space. LO also observed some of the children engaged in misbehaviours that this single staff was unable to observed due to number of incidents that occurred at a single time. - bathroom routine - there is a single bathroom that is shared between the two GCC (under 36 month) rooms. The two groups were observed to be using the bathroom at the same time. It made this transition very busy and chaotic, with children touching toilets, staff unable to supervise safely and concerns around hygiene.

Observation. There a few items that were missing from either children's file or their emergency cards - immunization status, emergency contact (in addition to parent) and last day in care.

Observation. Staff files were reviewed with at least one of the following items missing from some files - immunization status, resume valid first aid and validation.

- HYGIENE AND COMMUNICABLE DISEASE CONTROL / Physical Requirements of FacilityNon-critical
There is a diaper changing area that is adjacent to a wash basin, that is located away from the food preparation area, and that has a covered container for soiled clothing. [CCLR Sec. 14(4)]
Observation. Licensing observed the following: One staff changed a child's diaper wearing latex gloves. After changing the diaper, the staff continued to wear the gloves, opened the bathroom gate and went into the activity space. The staff then asked another child playing with blocks to come and get their diaper changed. The staff held onto the child's hand with their gloved hand and walked back to the bathroom with the child. Once inside the bathroom, the staff discarded their gloves and put on a new pair of gloves. The same staff changed the second child, kept their gloves on after diapering and went back into the activity space. The staff then left the space and came back a few minutes later to get a child ready to go outside. The staff was still observed wearing the gloves. Licensing did not observe when the staff discarded the gloves or washed their hands. This staff's diapering practice cross contaminates the environment. This contravention was observed during routine inspection in March 2023. The same staff was involved. The centre developed a diaper changing protocol in 2023 and trained staff on the protocol. This diaper protocol is posted above the change table. A different staff was observed to use proper diapering protocols. They discarded their gloves after changing a child's diaper and washed their hands immediately after. The observations were discussed with the Manager at the time of inspection.

Observation. The licensee installed a new perimeter fence without notifying licensing. The new fence gate has an entrapment space between the bottom of the gate and the poured in place rubber that measures 4" on one side and 6 1/2" on the other side.

Children have healthy food and drink in accordance with Canada's Food Guide. [CCLR Sec.48(1)(a)]
Observation. 1) In the Forest room, licensing observed small glass containers with food on the kitchen counter. One container had noodles with shrimp. It was around 10:15. Staff and children were outside. One staff came in and licensing inquired about the food on the counter. The staff stated they had just put the food on the counter so it could warm up a bit before lunch. Once children come inside they will have circle followed by lunch around 11:00 to 11:30. Around 11:00 to 11:15 staff will heat up the food that sits on the counter in the microwave. A discussion was held with the staff and the manager to keep children's food properly refrigerated and not leave it out on the counter at room temperature to avoid food born illness. The staff returned the containers to the fridge and went back outside. 2) In the Ocean room one sink is only used for food preparation and washing dishes. The second sink is used for both washing dishes and art clean up. Licensing observed dishes and utensils sit in the second sink and paint brushes and paint sponges sit on the edge of the second sink. A discussion was held with the manager to not mix art clean up and food preparation sinks to prevent cross contamination. In the Forest room one sink was only used for food preparation and the second sink was only used as an art sink.

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. Licensing observed the following: 1) A broken rubber safety strip on the exit door to the playground in the Forest room. 2) A dirty pink soft chair in the Forest room in need of cleaning. Some of the drywall is starting to show signs of wear and tear, particularly in the Forest room table area. It is recommended to monitor and patch up as needed.

Observation. Licensing observed that the latch on the entrance gate to the yard was left unsecured. The gate was not completely pushed in the closing position because the gate has shifted tightly against the post and can only be fully closed with considerable force.

Observation. Licensing observed the following: 1) The drywall and paint on the window ledge in the Forest room was chipped in several places. 2) Blinds could not be drawn up in the Forest room as the cords had been removed. A discussion was had about the importance of natural light and children being able to observe outdoors and have interactions throughout the day with the outside space. Allowing for natural light in a program helps to support children's emotional and physical well-being.

Observation. Staff did not always wash the children's hands after diapering. They did for some children and not for other children.

Observation. Licensing observed the following: Staff changed diapers wearing latex household gloves. The gloves were not changed between children. Staff would change a child, keep wearing the gloves, then go into the activity space to collect another child wearing the gloves. While in the activity space collecting the next child staff were observed to touch toys, materials, tables, chairs etc. cross contaminating the environment. Staff did not always wash the children's hands after diapering. They did for some children and not for other children. Staff did not always sanitize the diaper mat between children. They did on one occasion and not on other occasions. The observations were discussed with the Manager at the time of inspection.

Observation. Licensing observed storage baskets storing children's clothes and bedding on an open shelf directly above the children's rest mats. A wood edge was added to the bottom of the shelf to prevent the baskets from falling, however a concern remains they could fall on the children in the event of an earthquake. A discussion was held with the Manager to find an alternate storage solution.

Observation. As observed during the March 21 routine inspection: Licensing observed a missing criminal record check for one staff on file. Licensing was informed that the staff member was in the process of obtaining a criminal record check but the process has been significantly delayed. Please be advised that Licensing cannot authorize anyone to be ordinarily present at the facility without a valid criminal record clearance letter.

A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].
Observation. Fridge temperature= 3'C- good! Licensing observed the blinds were down in one of the main play rooms of the facility while children were in attendance. A discussion was had about the importance of natural light and children being able to observe outdoors and have interactions throughout the day with the outside space. Allowing for natural light in a program helps to support children's emotional and physical well-being (this item was corrected during inspection). Licensing observed a large 4x4 beam on the side of the outdoor play area. The beam appeared to move easily and poses a risk of injury (this item was corrected during inspection). Licensing observed storage baskets storing children's bedding installed on the walls in both of the children's nap areas. Licensing observed children's rest mats on the floor located below the storage units. There appeared to be slight edge at the bottom of the baskets indented to hold the baskets in. This edge does not provide an effective barrier in an emergency situation such as an earthquake. This poses a risk of injury and harm.

Observation. Licensing observed a utility closet, a staff washroom, multiple cupboards, and a counter top that had items including air fresheners, plastic bags, bleach, pine-sol, and disincentive wipes that were unsecured and accessible to children. This poses as a hazard.

Daily inspections of the play space for garbage, broken glass, animal feces and other hazardous items have not been done.
Observation. Licensing observed documentation that stated outdoor play inspections are being implemented. During inspection of the outdoor play space Licensing observed a loose rope tied to the play structure that poses as a entanglement hazard and a small broken toy in the woodchips that poses as a choking hazard.
