    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. Facility is aging and the program is on a short term lease with pending demoviction. CCFL has considered this in determining priority and required actions in consultation with Satellite Manager and Director of Children's Centre's. Note - There are elements that, under typical circumstances, would require action however CCFL is satisfied with monitoring and band aid repairs for now (e.g. condition of millwork - counters, cabinets and closets throughout). Toddler room - the entire art sink / storage area is in poor condition but ongoing cleaning and bandaid repairs will suffice until departure. See photos for reference). Other issues highlighted below must be addressed. All issues were discussed with Manager and Director. Noted the overall cleaning meets minimum requirements however some areas need attention including: Kitchen - Flooring - edges and corners, between the stove and cabinet, shelving on small storage shelf. See photos for examples. Flooring throughout has not been deep cleaned, sealed and waxed in a long time. The lower walls are showing considerable wear, ingrained dirt and stains, chipped and damaged dry wall. Discussed painting all high impact areas (lower walls) versus the entire facility.

    Observation. Facility is aging and the program is on a short term lease with pending demoviction. CCFL has considered this in determining priority and required actions in consultation with Satellite Manager and Director of Children's Centre's. Licensee and Manager have been monitoring and applying bandaid repairs under the guidance of CCFL. Some areas have received mitigation to extend life however this is no longer sufficient ; condition has deteriorated and safety of the children is now compromised. Both Licensee and CCFL agree that timely action is required to ensure safety in key areas highlighted below. The rubber tiles in the toddler area are the same age as the 3 to 5. Tiles are at end of life and no longer provide the required resiliency to prevent serious injury. The tiles must be removed and replaced. See photos for reference. Manager confirmed the triangle deck is scheduled to be replaced. There is netting over the half of the yard to help discourage netting and roosting. Spikes have also been included. While the amount of bird feces has lessened, it is still an ongoing problem that educators address on a daily basis, e.g. clean up prior to child outdoor play.

    Observation. In reviewing the outdoor environment, CCFL notes the lead staff, staff & Manager had already identified much of the following as requiring attention. Manager has submitted work orders for some of the following and work is in progress. Observed that staff had used planters and equipment to create distinct areas for play and add more "green" to the outdoor roof top play area. Patchwork repairs to the decking are holding. Observed the netting across the toddler yard to discourage nesting seagull families from choosing the toddler yard for their nurseries. Lead staff from Over 3 shared that this year there are new and growing numbers of seagull families coming to nest on top of the now closed and hence quiet warehouse below. The netting is a gentle and respectful way of setting boundaries for the more than human neighbours. Facilities continues to monitor the state of the rubber tiles, filling in cracks and replacing/ swapping out the worst as required. CCFL confirmed this practice must continue until the program is demovicted. No point replacing surface if the program will be moving. However, the condition of the tiles is such that their capacity to act as resilient ground cover is limited. Discussed augmenting as required with lead staff, including placing an additional rubber resilient ground mat at bottom of openings on the play house structure in the 3-5 yard and little climber in the toddler yard. Said I would send over a link to a sample mat to confirm what I was talking about. Specific to the Under 3 yard - Over 3 Lead staff and I agreed that the current location of the small climber needed a re-adjustment. Noted that if a child was to fall backward or be pushed backward from the rappelling wall, they might fall and bang the back of their head on the wood steps up to the deck. If the climber is shifted even 6 inches to the east that should be enough to prevent injury. Staff team in Under 3 can then assess if and where any additional rubber resilient ground cover mats may be needed to augment the worn rubber tiles. Discussed options with Lead staff Over 3 who took notes. Under 3 staff team has already identified areas around the planter were wood pieces are decaying, falling off and or exposing nails. One area was blocked off with a sign that said to beware of the "needles". Over 3 Lead staff explained that is what the children called the sharp edges of wood and exposed nails. Noted there are also wood pieces to the southwest of the planter that are coming away and nails exposed.
