This observation was shared with the program manager and the educator. Note that shushing children and practicing physical guidance are neither developmentally appropriate nor respectful.

On July 31 2024 Licensing observed the following: *a basketball pole with no hoop was observed in the playground- The manager informed that children have been using this basketball pole as a riding toy (by pulling it down, mounting, and pretending to ride on it). Licensing recommended providing the children with toys that are suited for children to safely mount and to also repair the basketball stand. *1 of the wooden frames placed around the sand box was removed. Meanwhile, the other remaining wooden frame still appears wobbly. The manager informed that glue was applied to securely fasten the wooden frame to the ground. Licensing recommended finding a more permanent and robust solution to addressing this issue. This item remains outstanding. *Vinyl adhesive applied onto the tile seats were peeling with exposed sharp edges. The manager informed that a new layer of vinyl adhesive was applied but started to peel again. Licensing noted that the sharp edges are exposed and remain unprotected to children. This poses a safety hazard. Therefore this item remains outstanding.     Observation. On April 8, May 6, and June 12 Licensing observed the following play materials available in outdoor space: *1 bag with balls *2 basketball hoops (one of them is broken) *1 tricycle. *5 to 6 tires *2 tables *1 wood kitchen with no toys. On July 31 2024, Licensing observed the following play materials added in addition to their existing play materials such as: *sand box, sensory table, water table and a try filled with soft foam blocks. During the scheduled visit on August 14 2024, Licensing observed 7 children and 1 educator playing in the playground with the same amount of play materials observed on July 31 2024. Licensing and the manager discussed the following: *Sand and Water play – Licensing observed children having limited access to water due to an educator restricting the amount of water that children could have while playing in the sand box. This observation was shared with the manager and discussed the important role of sand and water play and how they foster social and imaginative play for children. To ensure children’s adequate access to water, Licensing recommends utilizing a water table or some other means for children to have free access to water so as to support their sensory play experience. *Tables – Licensing observed 2 empty tables and 1 unused sensory table in the outdoor play space. Although such outdoor furnishings were provided, Licensing did not observe any play materials provided on these tables. Discussed with the manager regarding adding more play materials onto these tables (i.e. papers, crayons, puzzles, book, etc.) to improve the children’s outdoor play experience. Licensing discussed with the manager about adding more play materials to the outdoor space in order to better support the children’s outdoor developmental play experience and to obtain compliance with Schedule G. Licensing has agreed with the manager to provide resources to support the staff team upon request. Although Licensing observed a basic amount of play materials being utilized today, it was still difficult to fully assess their compliance during the visit. Licensing observed the following during today's visit: Licensing observed 9 children in care during their gradual entry process. Due to the low enrollment, Licensing was unable to fully assess their compliance with Schedule G in regards to their play materials in the outdoor space. Discussed with the manager and staff, an adequate amount of play materials must be available to children at all times in the outdoor space. As the program anticipates full enrollment by the end of the month, Licensing has scheduled the next follow up visit with an emphasis to observe the children and educators in action to assess their compliance with Schedule G.

    Observation. During the inspection Licensing observed an ECEA go up to a child who was playing on the carpet with other children and pull the child's pants down a bit and check their diaper. The ECEA then announced in front of everyone " you have poo poo, we have to clean your bum bum, we have to go to the washroom." The child appeared to be upset and started to cry and began to crawl away from the ECEA. As the child was crawling away the ECEA went behind the child , leaned over top of the child and put their arms under the child's body around the stomach area and scooped the child up, the child appeared to be resisting and was crying. Licensing explained to the ECEA that they could not physically restrain a child and the ECEA let go of the child. When the ECE came over to assist with the situation the ECEA in front of the child said "oh he doesn't listen to me".

Two of the children returned while the other child continued to reach for the puzzle unsupervised. For a couple of minutes the staff was unaware that a child was still in the closet space. The staff then approached the child and they walked back to the main classroom space together. In addition, during the transition to outdoors a child told the staff that they needed to use the washroom. The staff proceeded to support the child and walked to the washroom with them, leaving five children in the cubbies unsupervised. Licensing observed one child eating popcorn and two others having a conflict over a stuffed animal.

The staff member was observed going back and forth from the main room to the kitchen in the facility. At one point during the inspection a child was observed to be pushed by another child and stated that they were injured. At this time the staff was observed leaving the room as the child began to cry. The staff returned approximately one minute later. The child continued to cry in a corner as the staff member was observed to be unresponsive to the child. Other children in the program began to call the staff members name asking to help the crying child. The staff was observed to leave the room again. The child began to cry loudly and was heard saying "I need help, I got hurt." At this time the Licensing Officer stepped in to assist the child in need.

    Observation. A child was observed during the inspection crying and asking for help in the cubby area. Licensing observed the staff member listening to headphones in both ears at this time. The staff member was observed to be completely unresponsive to the child requesting support. Other children were observed throughout the inspection asking the staff member for assistance and asking questions. The staff member was observed to be entirely unresponsive to the children in the program during inspection. During the inspection of children's files, Licensing observed the staff members phone attached to a "selfie stick" propped up on a shelf approximately 3ft. away. Licensing Officer LM observed on the phone of the screen what appeared to be a active "live stream." In the "live stream" it appeared that multiple individuals were commenting on the video. Licensing Officer AS stated to the staff member "are you doing a live stream of us right now? We do not consent to being filmed." The staff member responded "for my protection, I need to be on live stream." Licensing Officer AS repeated "we do not consent to being filmed. You may not film us." The staff member said "I am not filming you, I am talking on the phone you can see." The staff member appeared to exit the "live stream" to show Licensing the phones home screen. Licensing made the decision to end the inspection at this point.

This cupboard was not locked and was accessible to the children. * on the sink was a bottle of air freshener that was accessible to the children * the bathroom shower, that is used for storage was unlocked and accessible to the children * the door to the kitchen remained open the entire time CCFL was conducting the inspection. -please ensure children do not have access to the kitchen * an electrical cord for a lamp and what appeared to be a sound machine were hanging down beside a child's bed and were accessible to the children

Licensing observed the following: * 5 inch entrapment gap between the back gate post and the concreate pillar of the building * broken plastic trellis against the stair railing * 7 x 5 inch entrapment gaps in the iron bars behind the bushes/hedging on the side of the outdoor play space. It appears previously that the bushes /hedging had blocked access to the entrapment gaps . Overtime it appears gaps have formed in the bushes/hedging exposing the entrapment spaces.

This staff person then preceded to follow the Licensing Officer's s for part of the inspection, which made it difficult to conduct the inspection.
