A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. There is a ride-on toy outdoors that has cracks.
Corrective action. The licensee said that they will discard the ride-on toy,

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. The diaper mat is visibly torn and stained.
Corrective action. The licensee will get a new diaper mat.
15030 - CCLR s.46(1) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. The name of the manager is not displayed.
Corrective action. The licensee said that she will post it.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. There are no food in the emergency supplies.
Corrective action. The licensee said that she will purchase food to add to their emergency supplies.
13020 - CCLR s.22(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. There is no record of fire drills from May to August 2025.
Corrective action. The licensee said that they did drills but could not produce a record of the drills. She will record the drills.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Upon review of several children's files, one is missing a record of the date of enrollment.
Corrective action. Please ensure that the children's records are complete.
19080 - CCLR s.57(2)(b) - RECORDS AND REPORTING
A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. There is no log for minor incidents since 2024.
Corrective action. The licensee will start recording minor incidents in their logbook.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Licensing observed the water was at 63.7 degrees Celsius.
Corrective action. The licensee said she was not aware of that and is always supervising the children when they wash hands or use the bathroom. She will ensure that it gets changed below 49 degrees Celsius.
11230 - CCLR s.47 - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that the fire drill for August 2024 was not practiced and the emergency drills have not been practiced/recorded.
Corrective action. The licensee said that they were closed for 2 weeks in August and the emergency drills haven't been practiced for a couple years, she will ensure that all drills are being practiced.
13050 - CCLR s.56(1)(c) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that the fire extinguisher has not been inspected this year, it is dated for June 2024.
Corrective action. The licensee said they will ensure that the fire extinguisher is serviced annually.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed that there are a couple days this month where some children are not signed out. Today there were only 3 out of 5 children signed in.
Corrective action. The licensee said she will ensure that children are signed in/out as soon as they come in and leave the program.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. In the children's bathroom there were two combs and a brush touching each other together in a cup.
Corrective action. Please ensure if using hair tools for children, they are stored separately from each other and not shared.
15030 - CCLR s.46(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. One staff that is working in the facility does not have their certificate displayed.
Corrective action. Please ensure that any staff that hold a certificate issued by the ECE Registry, posts it in the facility.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. One staff does not have their certificate verified by the ECE Registry.
Corrective action. Please ensure any staff that has a certificate issued by the ECE Registry has it verified on their website.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. There is new playground equipment in the backyard that has a slide, 3 swings and a little house area at the top of the slide. This equipment sits on the grass. There is no approved resilient ground surfacing under the equipment. The Licensee stated they have been using the equipment when playing outside. Any outdoor playground must meet the requirements for resilient surfacing to ensure the safety of the children. This equipment may not be used until appropriate ground surfacing is installed.
Corrective action. Please ensure that any playground equipment has appropriate resilient surfacing installed underneath. Please provide a plan and timeline how this will be addressed and a plan how you will ensure the children do not access the equipment until safe.
11010 - CCLR s.13(1) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. The licensee did not wash their hands between two diaper changes. The licensee washed them after changing the two children. Although disposable gloves were worn for the second child, this does not replace handwashing with soap and water. The licensee had put the second child down on the change pad without sanitizing first then realized she had not done it then lifted the child up and sprayed the sanitizer and wiped the change pad.
Corrective action. Handwashing must occur between each child. Sanitization of the change pad must be done between each child. Children must wash their hands after having their diaper changed. It is not recommended that other children be in the bathroom in close proximity to the change pad when other children are having their diaper changed.
15030 - CCLR s.46(1) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. Two medication administration forms were reviewed and both were missing some information such as date given, time given, dosage given, reason for medication and which staff administered the medication.
Corrective action. Please ensure that if any medication is to be administered to children, all detailed information is documented.
