In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. The Licensee did not have any attendance records or a minor incident log book available for review. A new log book and a sample attendance document was shown to Licensing.
Corrective action. The Licensee stated that attendance would be recorded and a new log book would be used, effective immediately.
19320 - CCLR s.59(a) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. A criminal record check for a person over the age of 12 who is ordinarily present is not available.
Corrective action. The Licensee stated that she would apply for the Criminal Record Check.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was noted: -Fence slat loose, can be a entrapment hazard. -Wasps nest within the ground, right outside exit to the back yard. -Cubby at entrance not secured, can act as a topple hazard. -Multiple areas (main play area and nap room) where items are stored on top storage units and are accessible to the children in care, acting as a possible topple hazard.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before October 9, 2024
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Cleaning products stored in an unlocked cabinet underneath the sink.
Corrective action. Licensee removed the products from the cabinet and moved to a higher location at the time of inspection.
11200 - CCLR s.17 - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. There has not been any attendance completed since July. Licensee stated that they were closed for most of August but did not complete attendance for the month of September.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before October 9, 2024

Observation. Licensing observed the following; - Several empty cans, bottles and other plastic debris in the outdoor play area. - The gate at the bottom of the stairs, leading up to the upper deck, has screw heads sticking out of it and the wood rotting at the top
Corrective action. Ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in care.

A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing observed a horse rocker, in one of the play room, is ripped at the top of the head exposing the underlay. Licensing provided education on ensuring that all indoor play materials and equipment are in good repair.
Corrective action. Ensure that all indoor and outdoor play materials and equipment accessible to children are safely constructed, free from hazards and in good repair.
11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following that are accessible to children; - a bag of Clorox (bleach) disinfectant wipes in a child's cubby. The Licensee informed Licensing that the child's parent put them in their cubby. - A tall rusted stool with a dirty duster head on it, in the outdoor cement play area. Potential for a child pull on it and have it fall on them and injure them.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (e) written policies and procedures respecting food and drink to be given to children.
Observation. Upon a review of the policies and procedures respecting food and drink Licensing observed that the Licensee is to provide snacks to the children and there is a snack calendar available. However, the Licensee informed Licensing that snack is not provided to the children. Licensing provided education that policies and procedures need to reflect the practice of the community care facility and if snack is no longer being provided the policies need to state that.
Corrective action. Current written policies and procedures respecting food and drink need to be kept.
13070 - CCLR s.56(1)(e) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.
Observation. Upon a review of five children's records, the Licensee informed Licensing that a chid no longer attends the community care facility. However, the date on which the child stopped attending the community care facility has not been recorded.
Corrective action. Ensure that children's records are complete.
19180 - CCLR s.57(2)(k) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. Licensing observed that the criminal record checks (CRC) for three individuals,who are over the age of 12 and are ordinarily present, have expired and one individual whose criminal record check has not been obtained. Licensing provided education on ensuring that any individuals that are ordinarily present on the premises require a CRC.
Corrective action. Ensure that CRC has been obtained for any person over the age of 12 that is ordinarily present on the premises of the community care facility.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation. Licensing observed the following; - The Licensee's CRC has expired. - The Licensee's certificate expired in April 2022. The Licensee informed Licensing that they have submitted their documents in October to the early childhood educator (ECE) registry. Licensing provided education on ensuring the importance on having a valid certificate. Licensing provided the option of submitting an exemption.
Corrective action. Ensure that current staff records are kept.

Observation. Licensing observed white material on the walls. The Licensee informed Licensing that it needs to be sanded and painted.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following accessible to children:- - Chemical bottle, cleaning solution in an unlocked bathroom cupboard in the upstairs bathroom. Febreze aerosol spray bottle and other items with chemicals on the bathroom counter. - Wires hanging from equipment on fireplace ledge in the upstairs main play room. A DVD machine on TV tray table with wires hanging down. The table is not stable. The above items were observed on September 9,2021 inspection - 5 blinds in one of the main play rooms downstairs that have cords hanging. potential strangulation hazard. Observed at today' inspection.
Corrective action. Please ensure that children do not have access to any object or substance that may be hazardous to the heath or safety of a child.
11200 - CCLR s.17 - RECORDS AND REPORTING
A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. Licensing observed that the minor incident log book only had entries for the month of September 2021. The Licensee informed Licensing that the other entries were in another minor incident log book. The book was stored somewhere but the Licensee could not recall where. Licensing provided education on maintaining the minor incident log book and having it available for Licensing to review This is a repeat contravention.
Corrective action. Please ensure that the minor incident log book is maintained and available for Licensing to review.

Observation. Licensing observed that the updated health and illness policy to include COVID 19 was not in the facility's Policies and Procedures. The Licensee informed Licensing that it has been developed but was not able to provide the policy to Licensing to review. Licensing provided education to ensure that current policies and procedures, and children's records are stored in single place within the community care facility and easily retrievable.
Corrective action. Please ensure that facility and child records are kept in a single place at the community care facility.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. :Licensing observed the water temperature in the bathroom at 54.2 degrees Celsius. This is a repeat contravention.
Corrective action. Please ensure that any heated water accessible to children is heated to no more than 49 degrees Celsius.
11230 - CCLR s.47 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed a diaper change pad that is ripped on both sides exposing the foam underneath. Licensing provided education that with the diaper pad being ripped, it is hard to clean and sanitize the mat and potential for bacteria growth.
Corrective action. Please ensure that the furniture, equipment and fixtures within the community care facility are clean and in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following that are accessible to children in care; - Borax, Lysol Wipes and several other cleaning substances in an unlocked cupboard in the bathroom. - Hot hair tools (eg. hair straightener) and creams with medicinal ingredients on the bathroom counter. - Stand up steamer in one room that the children eat and sleep in. - Lysol wipes on the entrance table. - wires hanging down from equipment located on the fireplace ledge. Potential for a child to pull on it and the equipment fall on the child and injure them.
Corrective action. Please ensure that children do not have access to any object or substance that may be hazardous to the health and safety of a child.

Observation. Licensing was unable to review the attendance records as the Manager has stored them away somewhere and unable to retrieve them. The Manager informed Licensing that attendance records for the week of September 23 has not been done.
Corrective action. Please ensure that staff, children and facility records are kept in a single place at the community care facility.

Observation. Upon a random review of 4 children records Licensing observed the following; - 1 child's record missing the telephone number of the medical practitioner. - 1 child's record missing the name and telephone number of a medical practitioner. - 1 child's record missing the name and telephone number of an emergency contact. Education provided on the intent of the regulation and ensuring that the emergency contact information is completed and updated.
Corrective action. Please ensure that children's records are complete prior to the child attending the care facility.

Observation. Licensing observed that a fire drill was not implemented for the months of April and May 2020. The Manager informed Licensing that they had only one child in care. Licensing provided education on the intent of the regulation and ensuring that each employee practices implementing a fire drill system at least once each month.
Corrective action. Please ensure that each employee practices implementing the fire drill system at least once each month.
