• STAFFING

  A licensee must do all of the following: (d) appoint a manager for the community care facility.

  Observation. Licensing observed a new Manager working at the facility however, Licensing was not informed of the new appointed Manager and no documentation was provided to make the change.

  Corrective action. A corrective action plan to be provided to Licensing on how this contravention has been addressed.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. The following was observed in the children's washroom: -Area behind soap dispenser in disrepair -step stools for children require cleaning -garbage can showing parts of rust coming through -one bathroom stall door has chipping and peeling paint

  Corrective action. Please address all areas above to ensure clean and healthy environment in washroom

• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

  Observation. 4 staff files were reviewed and 2 certificates have not been validated on the ECE Registry website.

  Corrective action. Please ensure all certificates issued by the ECE Registry are validated.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. The following was observed in the outdoor play area: -blackberry bushes are coming through the chain link fence into the children's yard. These branches are covered in thorns which could cause injury to children and staff -a couple of trees have broken branches that are hanging into the yard where children could run into them -there is a wooden climber that is showing signs of wear and tear. Paint is chipping in several areas, wood appears to be rotting in some areas, exposing rough wood which may cause splinters. -it would appear that the whole climber would need to be sanded down and repainted - multiple layers of old paint can be seen in some areas -some wood pieces may need to be replaced where it is rotting -the yard is very large but does not have any source of shade -the Licensee did state that they have tried to set up canopies and other temporary measures to provide shade but they have not worked as the canopies are stolen out of the yard or inclement weather has damaged them -as there are days where the temperature can be high, providing a shaded area is important to ensure the health and safety of children

  Corrective action. Please ensure the outdoor play area is a safe environment for children.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

  Observation. Children's files were not accessible at the time of the inspection. Emergency consent cards were on site for all children with required information with the exception of immunization status.

  Corrective action. Please ensure all children have immunization status accessible on file in the facility.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. One staff was working in the facility today - their file was not able to be accessed. Evidence of training and first aid are posted in the facility and the criminal record check was reviewed at the licensing office. References were not available to be reviewed.

  Corrective action. Please ensure staff have complete files accessible in the facility.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. One staff working in the facility today - their file was not able to be accessed. Evidence of training and first aid are posted in the facility and the criminal record check was reviewed at the licensing office. Immunization status was not available to be reviewed.

  Corrective action. Please ensure staff have complete files accessible in the facility.

  Observation. One staff was working in the facility today - their file was not able to be accessed. Evidence of training and first aid are posted in the facility and the criminal record check was reviewed at the licensing office. Resume was not available to be reviewed.

  Corrective action. Please ensure staff have complete files accessible in the facility.
