  Observation. Upon reviewing children's records, Licensing observed one file missing the name and telephone number of a medical practitioner, and one file missing a personal health number.

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. The Licensee’s system for ensuring that employee files contain all of the legislated requirements was noted to be ineffective. A staff file was missing the required validation with the ECE Registry.

• C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical

  Observation. The manager's name is not posted in a prominent place.

• C3.2 - Are persons qualified and appropriately replaced?Critical

  Observation. Staff person was replaced by a person that had no qualifications on file with the facility.

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. A person was used as a substitute employee with no record of qualifications, including criminal record check, on file. An employee is missing character references in her staff records.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. No minor incidents were recorded from September 2021 until February 2022 because the manager wasn't aware that this was required.

• C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

  Observation. Hot water measured at 55C.

• C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

  Observation. It was observed the facility did not practice the emergency plan in 2020. It was observed the facility does not have a written COVID policy.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. It was observed that a child who requires extra support does not have a care plan.

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. It was observed the manager's criminal record clearance was obtained on January 22, 2021 from Plan to Protect Screening Canada. Criminal record clearances are required to go through the Criminal Record Review Program.
