    Observation. With 2 of the 3 staff unaware of the care plans in place, it is most likely that instructions are not being followed.

    The group size(s) exceeds that permitted in Schedule E. [CCLR Sec. 34(2)(a)]

    Observation. Today the group sizes comply however, information provided notes that 49 children are enrolled and that some days 42 children are present. Staff unaware of the requirement to split the group and operate the program as 1 group of 42 children.

    Each child is provided with daily outdoor play periods unless weather conditions make it unreasonable to do so. [CCLR Sec. 44(3)]

    Observation. Children were playing in the school gym today and when asked, staff report that they do not go outside during the winter regardless of the weather. Noted that at time of inspection, it was sunny and 15 degrees Celsius outside. Staff advise that they haven't been outside since prior to Christmas break.

    Observation. Staff onsite were not familiar with this requirement.

    There is current log of minor incidents, illnesses and unexpected events, that did not require medical attention and were not reportable incidents described in Schedule H. [CCLR Sec. 56(1)(f)]

    Observation. Staff in program were not aware that they are required to be keeping a log. During inspection it was noted that a log book is available however has not had an entry since last spring.

    Licensing is notified within 24 hours after a child is involved in, or may have been involved in, a reportable incident described in Schedule H or has a reportable communicable disease. [CCLR Sec. 55(2)(a)(b)]

    Observation. Noted at least 1 incident recorded where a child hit their head, parents were called, and the child was taken to emergency. Neither the program's manager nor Licensing was notified of this incident.

  • STAFFING / Character and Skill RequirementsNon-critical

    Employees are of good character, have the personality, ability and temperament necessary to work with children, have the training and experience and demonstrate the skills necessary to carry out the duties assigned. [CCLR Sec. 19(2)]

    Observation. On first arrival writer found 2 staff observing the children in the gym. One staff acknowledged that she is only covering for an absent staff and is no longer familiar with the program while the other staff stated to be brand new to the program. The new staff advised that she had been working in the program for 6 weeks however, when asked, was not aware if there were care plans for any children present, although, did mention that some have plans in place for the school day. Writer then spoke to the 3rd staff who was prepping the classroom for a craft. She was able to show writer where multiple care plans were filed and noted that they have been read but that is all. No staff were aware that care plans need to be documented in and none knew to keep a daily log. There was 2 documented incidents in the Incident Report book, however, the manager was not notified of neither as staff were not aware of the requirement. During conversation it was noted that staff are not aware that the max capacity for a school aged group is 30 and that on days where there are more than 30 children present, the program must divide into 2 separate groups. Staff were not aware that neighboring music room is the 2nd classroom for an additional program. Program does not appear to have a formal orientation for new staff and covering staff are no longer familiar with the programs policies.
