A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The diaper mat was torn.
Corrective action. The Manager said that he will replace it.
11020 - CCLR s.13(2) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. An Early Childhood Educator has been working alone in the closing shift. As per schedule E of the CCLR, there needs to be an Infant and Toddler Educator in ratio.
Corrective action. The Manager is to advise on how the staffing plan has been addressed.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. There was no record of last years earthquake drill.
Corrective action. The staff advised they will ensure to record this years earthquake drill.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During inspection licensing observed: -Build up green mildew, dirt and rust was observed some outdoor toys. Floor metal bolts securing the outdoor compost bin to the ground were rusted. -In the indoor play area, several areas of the drywall at children's height were exposed.
Corrective action. The manager said that outdoor toys will be cleaned, rusted items will be removed and he has a plan to repair the exposed drywall.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During inspection licensing observed following: - Spoons for children use for food consumption were drying on the bathroom counter. Staff removed it during inspection. -Electrical cord with wires plugged in were accessible to children in the indoor play area - Bottom vents of the outdoor compost bin had gaps, and egg shells and food scraps were visible through the gaps, making it accessible to children. - 1 playpen base was not fully locked in place. Licensing was concerned that it may collapse and pose as a strangulation hazard and must not be used for sleeping. - Sleeping mats were used inside two playpens; both mats were oversized for the playpens. Licensing reviewed the manufacturer's recommendation posted on the playpen with staff and the manager, which read not to add any additional mats to the playpen.
Corrective action. The manager said that utensils for children's use will be washed and sanitized using the four-step sink method, that outdoor compost will be made inaccessible to children, that the playpen base will be fixed, and that sleeping mats will no longer be used in playpens.
11010 - CCLR s.13(1) - STAFFING
A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. There was no evidence that annual emergency evacuation plan was practiced in last 12 months.Manager said it was practiced but not documented.
Corrective action. Manager said that all emergency evacuation drills will be documented and be available for licensing review.
12200 - CCLR s.22(2)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Two staff files did not have evidence that character references were checked. Manager said he did call the references, but did not document it.
Corrective action. Manager said that he will document in both staff files when the references were checked.

Observation. Upon inspection there were: - 4 small holes in the drywall that children could potentially get their fingers stuck in - the door handle was falling off the door and the latch was taped up

Observation. Upon inspection, a border made of rope and wire garden decor was set up that posed a tripping hazard.

Observation. Upon inspection there were 2 ladders set on their sides, one on top of the other, up against the fence. The top ladder was not secured on one end that posed a fall hazard.

Observation. Upon inspection, during outdoor play, there was a child who remained in a highchair with no activities. Staff stated that the child could not walk and they were worried about the child's clothes getting dirty.
Corrective action. Please ensure that outdoor activities comply with the program standards that are set out in schedule G.
