Observation. There were three areas with exposed landscape lining in the outdoor play space which posed a tripping hazard.
Corrective action. The manager said she will have them covered.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Fire Extinguisher has not been serviced annually
Corrective action. The manager said she will get the fire extinguisher serviced.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Upon inspection the following was observed: - There were cords hanging from a plug in the lunch room that was part way up the wall. The cords were loose and ran up and down, posing a strangulation hazard. The staff put tape over the cords securing them to the wall. - There is a loose metal wire from the fencing in the outdoor play space that is accessible to children and poses a strangulation hazard. - There is a metal hook attached to the fencing in the outdoor play space that is loose and has a sharp edge.
Corrective action. Please ensure a health and safety environment is provided at all times.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Upon inspection there was Lysol and Febreze in a drawer under the sink in the bathroom that did not have a lock, making it accessible to children. The staff moved the items to a place they will not be accessible to children.
Corrective action. Please ensure the children do not have access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Upon inspection there are 3 children between 30-36 months enrolled on Tuesdays and Thursdays. This began in October and staff confirmed all 3 children attended on one day. The staff said they will reduce to 2 children between 30-36 months and apply for an exemption.
Corrective action. Please ensure there are no more than two children between 30-36 months enrolled each day.
14020 - CCLR s.34(2)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Upon inspection the following was observed: - The fire extinguisher was not serviced annually (was due for service in March 2024). The staff scheduled the service for next week. - There is limited items and some are expired in the emergency evacuation supplies. The staff said that parents provide comfort kits. These consist of something to drink and a food item or two. There are limited additional items and many of them have expired. Licensing discussed having enough supplies for approx. 3 days
Corrective action. Please ensure there are adequate supplies in the emergency evacuation bin and the fire extinguisher is serviced annually.
13020 - CCLR s.22(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Upon inspection there was no valid criminal record check on file for the manager.
Corrective action. Please ensure there is a criminal record check obtained.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon inspection there were 2 references on file for the manager.
Corrective action. Please ensure there are a minimum of 3 references on file for the manager.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Upon inspection there was a metal post that lines the top of the fence and looks to have been cut or disconnected. It is sharp along the edge and is of a height that children can reach. The staff explained they have put a request in to the landlord but it has not been addressed. They have provided a plan to cover the edge while they wait for the repair.
Corrective action. Please ensure the edge is addressed so that it is in good repair and safe for children.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Areas of the facility were not clean, including: walls, door frames, and the exterior of the kitchen fridge.
Corrective action. Ensure the facility furniture, equipment and fixtures are clean and in good repair.
11020 - CCLR s.13(2) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): Licensing noted the name of the Manager was not posted in the facility. The name of the Manager was displayed while licensing was on site.
Corrective action. Ensure the name of the Manager is displayed in a prominent place in the community care facility.
10050 - CCLR s.11(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing noted there were no fire drills recorded June to September 2022. The staff said they were practiced, however were not recorded.
Corrective action. Ensure current records are kept respecting compliance with section 22(2)(b) and (c).
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): Licensing observed arrival times were not recorded one day for multiple children. The staff documented the arrival times while licensing was present.
Corrective action. Ensure daily attendance records are kept showing arrival and departure when children are present.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Licensing noted certificate verification was not completed for one employee. The certificate was verified while licensing was on site.
Corrective action. Ensure certificates are verified by the system maintained by the early childhood educator registry.

Observation. A minimum of two character references were not obtained for one or more employees.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs. Observation (CORRECTED DURING INSPECTION): Immunization status was not obtained for one or more employees. The information was recorded while licensing was on site.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Licensing observed two low hanging cords that were attached to large CD players accessible to children in care. The concern is that the CD player may fall on a child. The cords were made inaccessible to children while licensing was on site.
Corrective action. Ensure a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. The following was observed in the outdoor play area: - Toys, structures, and equipment were broken and in poor repair - The latch to the gate does not latch appropriately, and impacts the ability for the gate to fully close. The staff said the play space is not currently in use.
Corrective action. Ensure that all outdoor play materials and equipment accessible to children are safely constructed, free from hazards, and are in good repair.
11190 - CCLR s.16(4)(b) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. There was no medication available for a child whose care plan requires use of medication.
Corrective action. Ensure that medication is readily accessible to employees.
16020 - CCLR s.53(1)(b) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. During the inspection, it was identified that three children under 36 months attend the Group Child Care (30 Months to School Age) program. It was discussed that Schedule E permits two children under the age of 36 months in the program.
Corrective action. Ensure that children are divided into groups, with each group having no more children than permitted in Schedule E.
14020 - CCLR s.34(2)(a) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment]. Observation (CORRECTED DURING INSPECTION): Licensing noted there was no record that fire drills were completed for July, August and September 2021. The fire drills were recorded while licensing was on site.
Corrective action. Ensure a current record is kept respecting compliance with section 22(2)(b)(c) of the CCLR.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58. Observation (CORRECTED DURING INSPECTION): Licensing reviewed 3 staff files and noted 1 staff was missing evidence of character references. The character references were obtained while licensing was on site.
Corrective action. Ensure records referred to in sections 56 to 58 are kept in a single place at the community care facility.
