Observation. - During the inspection, the Licensing Officer reviewed employee files. Some staff files were missing evidence that the Licensee had checked the validity of their ECE certificates via the ECE Registry in BC.

Observation. - During the inspection, the Licensing Officer reviewed employee files. Some staff files were missing the following required information: immunization status and evidence that character references had been checked by the Licensee.

Observation. - During the inspection, the Licensing Officer reviewed the children's main registration forms and emergency information records. Some of the children's records were missing required information such as: the name and contact number of a family doctor or medical clinic, provincial medical number, and emergency contacts other than the parents. - Some of the children's photos attached to the emergency records were black and white. As a result, the children's eye colour, hair colour, and skin colour could not be readily identified. Other record keeping systems in place, such as the daily attendance records, play space inspection log, and the system for recording minor incidents were reviewed by the Licensing Officer and they appeared satisfactory.

Observation. - The Licensing Officer observed a hanging cord in the Group Child Care (Under 36 Months) nap room that was accessible to the children in care. - The Licensing Officer observed medicated diaper creams accessible to the children in care. - A system for ensuring that the fridge temperature does not exceed 4°C was needed in the Group Child Care (Under 36 Months) program room. - The resilient material located underneath the outside climbing structure fall zone areas (i.e. bottom of slides, etc.) was inadequate as it measured less than 6 inches.

Observation. - Early Childhood Educator (ECE) and Early Childhood Educator Assistant (ECEA) certificates for the applicable staff employed to work in the programs were not posted in the facility as required.

Observation. - Confirmation of fire approval for the new portables is needed.

Observation. - As per the emergency evacuation plan, additional supplies such as food and water, were needed for the capacity of children in each program. Specifically, these supplies must be readily available in the event that an evacuation occurs when the school is closed. - The monthly fire drill record was not displayed as required.

Observation. - A sturdy surface for changing diapers was needed in Portable B. - Covered containers for soiled items/clothing were needed in Portables B & C. The Licensing Officer and the Licensee Contact discussed ensuring that generic cleaning spray bottles are clearly labelled to show the contents.

Observation. - The Licensing Officer observed hazardous paint cans in the accessible office area in Portable A. - Covers for the sandboxes were needed in the two new outdoor play spaces. A way to provide privacy for children using the child-sized toilet in Portable A was installed by the Licensee and observed by the Licensing Officer.

Observation. - The outside play space for the amendment is currently under construction. Licensing will inspect the outside play spaces, the play equipment, and verify the site plans at the next inspection.

Observation. The Licensee has submitted an application to amend the licence. - Once the Licensee has received the occupancy permit, applicable documents need to be posted in the new building as required. These corrections will be confirmed by Licensing at the next inspection.

Observation. - A sturdy surface for changing diapers is needed in the new building (Classroom B). - Covered containers for soiled items/clothing need to be available in each Classroom in the new building. - Equipment and supplies such as single use towels, liquid soap, cleaning products, step stools, etc. need to be available for each program in the new building.

Observation. - Due to the addition of a Group Child Care (Under 36 Months) program, the current food and drink policy will need revising. This policy will need to be submitted to Licensing for review. - A test for lead in the drinking water will need to be completed for the new building. Some kitchen appliances in the new building have not yet been installed. Licensing will inspect the temperatures of the fridges at the next inspection.

Observation. - Due to the amendment, including the addition of a Group Child Care (Under 36 Months) program, some policies already in place will need revising and will need to be submitted to Licensing for review. These policies may include, but are not limited to, the evacuation/fire escape plan, behaviour guidance policy, active play policy, safe release policy, care and supervision plans, and any other policies and/or procedures in place to help guide staff in the care and supervision of children.
- C8.2 - Is each child provided a comprehensive and coordinated program of developmentally appropriate activities that encourages physical, intellectual, language, emotional, and social development?Non-critical
Observation. - Additional age and developmentally appropriate toys, supplies, and materials are needed for the programs in the new building. - Updated care program descriptions that detail how the Licensee will meet Section 44 and Schedule G in the Child Care Licensing Regulation for the new programs are needed. - An outside play rotation schedule is needed as the Licensee is planning on the 2 GCC (30 Mos to SA) programs sharing the same outside play space but not at the same time.

Observation. - Additional age and developmentally appropriate furniture, emergency supplies/kits, etc. are needed for the new programs in the new building. - The outside play space, including permanent fencing, is currently under construction. - Any hazardous products, objects, and areas deemed off limits must be kept inaccessible to the children in care. - Licensing will inspect the temperature of the hot water at the next inspection. - A way to provide privacy for children using the child-sized toilet in Classroom A is needed. - A radon gas test for the new building will need to be conducted over the future winter months for a minimum of 90 days. Licensing verified the floor plan measurements in each of the classrooms in the new building. The inside useable spaces, the number of toilets and sinks, and designated sleeping areas met requirements for the 3 programs (and their proposed capacities) that will be operating out of the new building.

Observation. The Licensee has submitted applicable documentation specific to the application to amend the licence and the notification of a floor plan change. - Ensure that applicable documents, such as staff ECE or ECEA certificates, are posted in the designated program room(s) as required.

Observation. - Due to the change in floor plan, the emergency evacuation plan requires updating to include the emergency procedures for the program operating out of Classroom#18. - Due to the change in floor plan, ensure that a washroom supervision plan is in place for the school age program operating out of Classroom #18. This plan may need to be implemented by the staff for any school age child who wants to use the school washrooms down the hall instead of the toddler/preschool size toilets that are located right inside Classroom #18.

Observation. - The Licensing Officer observed hazardous products accessible to children in Classroom #18. - Ensure that the sandbox located in the Group Child Care (30 Months to School Age) outdoor play space is covered when not in use. The useable inside floor space in Classroom #18 measured approx. 535sqft. For 13 children, a minimum of 517sqft is required. The school age program will also continue to use the gym, on occasion, and the school play ground for outside play. The useable inside floor space in Portable #1 measured approx. 753.21 sqft. For 8 children, a minimum of 318 sqft is required. There are 2 toilets and 2 sinks available in Portable #1 as well as a designated sleeping area for any child in care who is between the ages of 30 and 36 mos. The Licensing Officer and the manager also discussed diapering procedures and Licensing observed that the required diapering equipment was in place. A fenced outdoor play space is attached to Portable#1. There is enough outside space available for the Group Child Care (30 Months to School Age) program with a capacity of 8.

Observation. - Ensure that other identifying information is included in the emergency record for each child. If the photo of the child is black and white or is not clear, information such as eye colour, hair colour, skin colour, etc. must be included in the child's record.

Observation. - Ensure that a valid criminal record check from the Criminal Records Review Program in Victoria has been received for the manager and kept on site at the facility. - Ensure that evidence of the manager's character reference checks are completed and kept on site at the facility.

- C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical
Observation. - Ensure that the name of the manager is posted in the facility as required. - Licensing had previously been notified by the licensee, as required, that the Group Child Care (30 Mos to School Age) was the only program not operating. However, during this inspection, Licensing was informed by the manager that the only program currently operating was 1 of the Group Child Care (School Age) programs with a capacity 12. Licensing had not been informed that the other Group Child Care (School Age) program, which was operating out of the school portable, was not operating. As well, Licensing was informed during the inspection that the one operating program was now only using Room 19 in the school and sometimes used the gym and that they were no longer permitted to use the adjoining Room 18. In the most current floor plan, Room 19 and the adjoining Room 18 were licensed for the one school age care program. While it is a requirement that Licensing be informed of any change in the operation of the facility, including a change in floor plan, it should be noted that the use of only Room 19 for the one school age program is permitted as the space measures 810 sqft and, therefore, meets the requirements needed for the capacity of 12 children.
- C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical
Observation. - During the inspection, Licensing observed children leaving the program room (Room 19) to walk down the hall to use the school washrooms. Licensing also observed the staff watching from the classroom doorway as the children walked down the hall to use the washroom. When the program was originally licensed, Room 19 has 2 toilets and 2 sinks in the classroom so there was no need for the children to leave the room and go down the hall to use the washrooms. The manager informed Licensing that the 2 toilets within the classroom were too small for the school age children to use as it was designed for preschool age children to use. Licensing informed the manager that the children could use the school washrooms down the hall, however, a written policy re washroom safety and supervision would need to be submitted to Licensing for review and, once accepted, be implemented by staff.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. - The hot water temperature, in the school washroom sinks down the hall from Room 19 that the children were using, measured 58C during the inspection. Children must not have access to hot water that exceeds 49C. The hot water temperature at the 2 sinks within Room 19, however, measured below 49C. - Debris, extra furniture not used by the program, and other hazardous items (such as a large roll of carpet) were stored in the program room and were accessible to the children in care. - Licensing observed a small child size chair and a box blocking the adjoining Room 18 while the children were present in Room 19. While the placement of a chair and a box is a visual deterrent, if the adjoining Room 18 is no longer included as part of the licensed space for the current school age care program then it must be made inaccessible to the children in care. - Ensure that resilient material underneath outside play equipment used by the children in care, such as swings, is maintained at a 6 inch depth. *During the inspection, Licensing observed the program staff raking the wood chips underneath the tire swing to ensure a 6 inch depth before the children were allowed to use this piece of equipment.

Observation. - Ensure that identifying features such as the sex of the child, eye colour, etc. are recorded on the children's emergency records. - Ensure that the children's registration records include a space for the parents to list anyone who is not permitted access to the child. Other record keeping methods were reviewed by Licensing (i.e. minor incident logs, play space inspection log, attendance records, etc.) and they appeared satisfactory.
