  Observation. There is no record of a fire drill practice in one of the classrooms for the month of December 2025. Fire drills practices must be recorded each month to verify staff have practiced the fire drill. Submit to licensing by February 27, 2026, a plan that outlines how staff will ensure fire drill practices are recorded each month.

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. Many staff files are incomplete. Information missing includes, character references, certificate validation, evidence of immunization compliance, and criminal record clearance results. One staff who was working with the children did not have evidence of a current criminal record check or educator certificate. This was resolved during the inspection. Staff files must be contain the required information to ensure the each staff has the personality, ability and temperament necessary to carry out their duties. Submit to licensing by February 27, 2026, evidence all staff files contain the required documents as per Child Care Licensing Regulation, Section 19. Additionally, submit a plan that outlines how staff files will be maintained at the facility. A fire drill was not practiced at the facility in November 2025. Staff must practice fire drills each month to ensure they are prepared in the event of an emergency. Submit to licensing by February 27, 2026, a plan that outlines how you will ensure all staff practice fire drills every month.

  Observation. One care plan has not been reviewed yearly. The licensee must review care plans yearly to ensure the information in the care plan is relevant to the needs of the child. Submit to licensing by February 27, 2026, evidence the care plan has been reviewed and is in the child's file.

  Observation. Systems in place to ensure attendance records are accurate is ineffective. Licensing noted several instances were children were not signed out upon departure.

  Observation. Hygiene products not intended for children were found in a cupboard accessible to the children. This contravention was corrected during the inspection, so no further action is required.

  Observation. It was alleged that the Licensee has appointed a new manager without the required notification to Licensing. Substantiated - C1.1A - The previous manager has been absent since approximately the end of July 2022. The Licensee has appointed an acting manager without providing written notification to Licensing.

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. C3.1C - A review of employee records during the inspection were found to be incomplete. Many employee files are missing criminal record checks. Others are missing reference checks and a record of immunization. None of the employee records contained verification of the employee's educator or assistant certificates by the Early Childhood Educator Registry.
