  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. The change pad in the Group Child Care (under 36 months) and some of the bed mats in the Group Child Care (30 months to school age) have exposed foam making these items difficult to sanitize.

  Corrective action. The manager said she will buy and new change pad and will ensure the beds do not have exposed foam.

  A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

  Observation. One toilet in the Group Child Care (30 months to school age) has a piece of sharp plastic on a hinge where the toilet lid has been removed.

  Corrective action. The manager will ensure children do not have access to the sharp plastic.

• POLICIES AND PROCEDURES

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. The fire extinguisher has not been serviced in the past 12 months and there is not enough food and water for all children for up to 72 hours.

  Corrective action. The manager said she will take the fire extinguisher to be serviced and will add more supplies to the emergency kit.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. A site specific criminal record check was not obtained for one substitute teacher before they started work.

  Corrective action. The manager will ensure all staff have a site specific criminal record check before any staff start working at the facility.

• Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

  Observation. More than two children under the age of 36 months attend the Group Child Care (30 Months to School Age) program.

  Corrective action. An exemption to allow more than two children under the age of 36 months to attend the Group Child Care (30 Months to School Age) program was approved.

  14020 - CCLR s.34(2)(a)
• Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).

  Observation. The Group Child Care (Under 36 Months) and Group Child Care (30 Months to School Age) are mixed for longer than 30 minutes at the beginning of the day.

  Corrective action. Staff shifts were adjusted so the two groups will not be mixed for longer than 30 minutes at the beginning of the day.

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. - Licensing observed that both fire extinguishers had not been serviced by the posted date - Licensing observed there to be insufficient emergency supplies

  Corrective action. - Please ensure fire extingushers are serviced annually - Please ensure the emergency supplies provided (food and water) will last 3 days for each child.

  Observation. Licensing observed 2 children's files did not contain the name and number of a medical practioner

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): In the 3-5 children's washroom, licensing observed cleaning products that were at a level accessible to children. This is a repeat contravention to inspection #JDOO- CNSRP3. During the inspection, a staff had moved the products to a higher shelf.

  Corrective action. Please ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

  A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

  Observation. Manager's name not posted within the community care facility. This is a repeat contravention to inspection # LPEN-CL8UMZ.

  Corrective action. Please ensure the Manager's name is displayed in a prominent place in the community care facility.

  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

  Observation. In the 3-5 classroom licensing observed that fire drills have not been practiced in February and March. The staff was not able to provide the emergency drill record. In the IT room, licensing observed that fire drills have not been practiced in April and May. The Manager was not able to provide the emergency drill record.

  Corrective action. Please ensure there is a record respecting compliance with section 22(2)(c) and (c) [emergency training and equipment]

  Observation. Licensing reviewed 5 staff files and 4 files were missing evidence of educators licence verification

  Corrective action. Please ensure educators licences have been verified by the system maintained by the early childhood registry.

  Observation. Upon inspection the following was observed: - There were two children not signed in. Manager stated that one child arrived prior to going to the park and the other arrived while at the park. -There are several sign in sheets that do not have children's departure times recorded.

  Corrective action. Please ensure a licensee keeps a record for each child showing the following information: daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

  A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

  Observation. it was observed the none of the staff the 3 available staff have a valid first aid, the expiry dates range form Nov 2019 to Feb 2020.staff should have been obtained the first aid certificates as they expired, Licensing received email confirmation that a class has been booked for June 6,2020.

  Corrective action. Ensure first aid is renewed for all staff. June 6 is the date of the class.
