Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Licensing observed that a child from another program is starting their day in the Infant/Toddler program, but are enrolled in the second facility due to opening times of the other facility. Discussed that the facilities are separately licensed and this child is not registered in this facility in order to attend during the first half hour. This child is over 3 years of age.
Corrective action. Please ensure that children attend the program they are registered in.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Licensing observed one child in the Group Child Care (under 36 months) program did not meet the group age requirements. Manager said that this child generally attends the 3-5 program but as there is no support for this child today, they were placed in the under 36 month program.
Corrective action. Children can not attend a program when they don't meet the age requirements, without a temporary placement approval. Manager said that as they operate under one licence, though that this could be done. This was discussed in detail. Please ensure group age requirements are met at all times.
14020 - CCLR s.34(2)(a) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Licensing observed in the Group Child Care (under 36 months) program that the second staff on site did not meet the qualifications required in Schedule E of the CCLR. The second staff supervising more than four children has to be ECE certified. Staff are interchanged throughout the two programs and therefore does not always meet appropriate staff to child ratio.
Corrective action. Please ensure that the two programs operate individually and are staffed individually and not as one whole centre under the same licence as described by the Manager.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. On review of the facility policies, Licensing observed the following missing from the staff guidance binder: - Active play and screen time policy - Nutrition policy - Emergency evacuation policy These are all intended to guide staff when caring for children and need to be accessible to staff in the program. Manager said that they were probably in the I/T program, but each program needs to operate independantly.
Corrective action. Please ensure staff have access to all the facility policies that are intended to guide in the care of children.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing observed one staff working on site today does not have a criminal record check on file. Manager said that the staff is waiting for a BC Services account in order to apply. This staff must not work with children until a current criminal record check has been obtained by the Licensee.
Corrective action. Please ensure this staff does not work with children until a criminal record check has been obtained.

- STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation. Four staff files were reviewed during the inspection and in one of the files, there was no evidence of the certification of that staff person available. Certificates were no posted on the walls, with the other staff certificates.
Corrective action. Ensure all staff present and working at the facility have evidence of their appropriate credentials.
12070 - CCLR s.19(1)(d) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Four staff files were reviewed and in three of the staff files there was no evidence of current criminal record checks in place. One of the staff files was without any evidence of a Criminal record check having been completed, and licensing was informed this staff no longer works here.
Corrective action. Ensure all staff who are regularly present at the facility have evidence of a valid criminal record check.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Soiled diapers disposed of in an exposed container located on the washroom floor. Plastic bags stored in an unsecured cupboard accessible to children.
Corrective action. Please ensure children do not have access to any items which may be hazardous to their health and/or safety.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. A review of the emergency systems was not recorded , it is noted that supplies were in place and the manager appeared knowledgeable on evacuation procedures.
Corrective action. please ensure a system is developed to capture an annual review of the emergency evacuation plan.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status. Observation (CORRECTED DURING INSPECTION): Of the 5 children's files reviewed 1 was found to be missing the medical insurance plan number.
Corrective action. The manager obtained the information form the family and updated the file during the inspection.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. 5 Children's files reviewed , 1 found to be missing the name and contact number of a medical practitioner.
Corrective action. please include the name and contact information for a family Dr or a walk in clinic.
