• A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.

  Observation. A child was left alone in a program area.

  Corrective action. Manager will ensure children are supervised at all times.

• A licensee must not employ a person in a community care facility unless the licensee is satisfied, based on the information available to the licensee under subsection (1) and the licensee's or, in the case of an employee who is not the manager, the manager's own observations on meeting the person, that the person (c) has the training and experience and demonstrates the skills necessary to carry out the duties assigned to the manager or employee.

  Observation. A staff did not understand or follow the licensee’s requirements to ensure all children are supervised and accounted for, and did not appear to understand the consequences of leaving a child unsupervised.

  Corrective action. Contravention has been addressed.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

  Observation. Audit of 9 emergency cards that accompany staff outdoors, 4 were missing digital image or photograph; online computer system was unable to be accessed to determine if the missing information is stored online

  Corrective action. Manager will ensure all emergency cards have a digital image or photograph of registered children

  A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

  Observation. Audit of 9 emergency cards that accompany staff outdoors was noted that 2 cards are missing signature of parental/guardian consent

  Corrective action. Manager will ensure all release consents have been signed and dated

• RECORDS AND REPORTING

  In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.

  Observation. On day 1 of inspection, staff were unable to produce a care plan as identified as required for a child requiring additional support. On day 2, it was determined that the care plan was not in place

  Corrective action. Manager is following up with obtaining the necessary information form the parent.

• STAFFING

  Without limiting subsection (2), if the duties of an employee include care for a child who requires extra support, a licensee must ensure that the employee has the training and experience and demonstrates the skills necessary to care for that child.

  Observation. On day 1, a staff on site was unable to identify which children in the facility required additional support.

  Corrective action. Staff are required to have orientation in the needs of all children in attendance.
