A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed products containing bleach were accessible to children in the cupboard under the sink in the 3-5 shared bathroom.
Corrective action. Please ensure that the cupboard locks are utilized for safety at all times
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following: - General wear and tear on the walls; baseboards; doors and windowsills. Staff said that the walls are going to be painted - Debris on the concreted area of the outside play space - General 'unclean' odour in the JK1 room
Corrective action. Please provide a corrective action plan to address these concerns
11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed the following: - Beds in the JK3 classroom were stacked with bedding touching. Discussed further with staff to remove bedding on a daily basis before stacking, ensuring separation to prevent cross contamination. - Several lunch kits without ice packs and items not placed in the fridge - Toddlers/babies milk bottles not stored in the fridge (corrected during inspection) - Temperature of the fridge in JK3 too high for safe storage of foods - Car seat and wagon stored in a communal bathroom
Corrective action. Please ensure a healthy and hygenic environment at all times
15030 - CCLR s.46(1) - MEDICATION
A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this. Observation (CORRECTED DURING INSPECTION): Medication was accessible to children in care, being stored in a bag in the cubby. Staff said that children weren't allowed in the cubby area but it is part of the licensed available play space.
Corrective action. Staff moved the medication out of the reach of children.
16030 - CCLR s.53(2)(a) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. The care plan was not reviewed annually with the parent or any person requested to by the parent.
Corrective action. Please ensure all records or documentation relating to a child's care requirements are current.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Licensing observed the cupboard containing soap, bleach and disinfectant in the bathroom was unlocked, leaving these products accessible to the children.
Corrective action. Please ensure this cupboard remains inaccessible at all times.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - Mop and bucket and broom stored next to a toilet in the JK1 bathroom that is accessible to children - Nap mats with sheets on stored in one crib - touching sheets cause for cross contamination
Corrective action. Please ensure a healthy and safe environment at all times while children are in care.
11010 - CCLR s.13(1) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed that children were not washing hands after a diaper change, not when they entered the facility to start the day. This was further discussed with staff.
Corrective action. Please ensure children are appropriately instructed in the hygiene practices.
15030 - CCLR s.46(1) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Licensing observed that the Manager name was not posted for families to see.
Corrective action. Please ensure that the Manager name is posted so that families are aware of who to connect with should this be required.
10050 - CCLR s.11(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility. Observation (CORRECTED DURING INSPECTION): Licensing observed two staff certificates were not posted of the six staff on site during inspection.
Corrective action. Please ensure all certificates are prominently posted.
10070 - CCLR s.11(4) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. Medication was not readily accessible to employees. Medication was not available on site for child requiring emergency medication.
Corrective action. Child should not be attending without emergency medication. Please provide a corrective action plan.
16020 - CCLR s.53(1)(b) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Licensing observed a child within a group that did not meet the age requirements - further discussed with Manager and staff
Corrective action. Please submit a temporary placement request if this child is to continue in this group
14020 - CCLR s.34(2)(a) - PROGRAM
A licensee, other than a licensee providing a care program described as Occasional Child Care, must provide each child with daily outdoor play periods unless weather conditions would make it unreasonable to do so. (4) Despite subsection (1), a licensee who provides a care program described as Occasional Child Care need not provide a program of outdoor activities. (5) Despite subsection (3), that subsection applies to a licensee who provides a care program described as Child-minding only if the program provides care for 3.5 hours or more each day.
Observation. Licensing found that the JK1 program does not always have daily outdoor play for 60 minutes as required. Manager said that parents often request that their children remain indoors as they are getting sick. This was further discussed.
Corrective action. Please ensure all children have daily outdor play as part of their health development.
18060 - CCLR s.44(3)(4)(5) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): Licensing observed that a child was not signed out of one program or signed into the next. Further discussed concern in an emergency situation.
Corrective action. Please ensure children transitioning to another program are signed in/out accordingly.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. A care plan is not in place which must include the course of action recommended by health care professionals for a child requiring additional support. Licensing does note that some information is located on the allergy list.
Corrective action. Please ensure a care plan is created in consultation with the parent/s that appropriately guides staff as to actions to be taken when emergency medication is required.
19220 - CCLR s.58(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. On review of seven staff files, Licensing observed one staff working on site today did not have a current criminal record check. Manager did say that she had confirmed clearance from another facility - no evidence on file.
Corrective action. Please ensure that this staff does not work alone with children until clearance is obtained. Please provide a health and safety plan in relation to this.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person. Observation (CORRECTED DURING INSPECTION): On review of seven staff files, Licensing observed three staff files did not contain charachter references. The Manager did have access to those references via the staff.
Corrective action. Please ensure all staff files are complete at the time of employment.
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs. Observation (CORRECTED DURING INSPECTION): Immunization status was not obtained for one or more employees.
