  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

    Observation. It was discovered in relation to the complaint, one employee at the facility (accused) is not familiar with the facility Behaviour Guidance Policy. When asked during an interview the accused was unable to provide examples of how to mange a child's behaviour as outlined in the facility policy. The Behaviour Guidance Policy is intended to guide employees on strategies how to manage children's behaviour. An employee who is unfamiliar with the policy poses a risk to the health and safety of all children in care. A response is required by July 24, 2026 to outline how the risk has been mitigated.

  • C10.1 - Are children provided with a healthy and safe environment, and protected from harmful actions?Non-critical

    Observation. It was alleged that an employee at the facility (accused) was yelling at a child in response to the child's behaviour. Employee interviews were conducted and the accused was described as easily looses their temper, raises their voice with the children and to the other employees in front of the children often. Observations and examples were disclosed to indicate the incident did occur as alleged. Yelling at children is considered a harsh, belittling or degrading treatment that poses a risk to the child's dignity and mental well-being. Based on the information gathered the allegation is substantiated. A response is required by July 24, 2026 to outline how the risk has been mitigated. It was alleged the (accused) is guiding children's behaviour in an inappropriate manner. Through employee interviews it was disclosed a table was moved that a child was hiding under and a bin of toys was dropped on the floor in order to get the child's attention. This method of guidance contradicts the facility Behaviour Guidance Policy in how to mange a child's behaviour. It was disclosed the items were moved to keep the child safe, however imminent danger could not be identified that would warrant the response from the accused. It is the responsibility of the Licensee to ensure that behavioural guidance is appropriate to the age and development of the child receiving the guidance for the health and safety of the child in care. Based on the information gathered the allegation is substantiated A response is required by July 24, 2026 to outline how the risk has been mitigated.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. It was discovered in relation to the complaint, incidents are not being fully documented as required on the log of minor accident, illness and unexpected events form. One incident was noted that did not contain any information on the child's behaviour and employee interactions prior to the child being injured. It is the responsibility of the Licensee to ensure incidents are recorded as required to maintain the health and safety of children in care. A response is required by July 24, 2026 to outline how logs will be kept as required.

    Observation. Inspection of the attendance records found that the arrival time of one child hadn't been indicated on the day of inspection. This item was corrected during the inspection. A review of children's records found that a photo of one child was missing. It is required that a photo or digital image be kept for each child. A method of recording daily inspections of the outdoor play space exists, however staff had not been using the method in one of the programs. A system for educating staff about the requirement to record that daily play space inspections have been done is required.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. During the inspection, the Manager informed the Licensing Officer that one employee's Criminal Record Check results had expired and a new Criminal Record Check was requested last week. Valid Criminal Record Check results are required for all persons who are ordinarily present. A plan for ensuring the safety of the children while awaiting new Criminal Record Check results is required to be submitted to Licensing.

    Observation. Emergency plan practice records indicate that it has been more than a year since the emergency plan has been practiced by employees in the school-age program. Emergency plans must be practiced every year by each employee, and those practices must be recorded. A system for ensuring plans are practiced and recorded is required.
