A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following during the inspection: -Diaper cream was accessible to children in care. This is a repeat contravention from inspection -A rusty wheelbarrow and rusty weights were observed in the outdoor play area. These were accessible to children. #MZIN-CGGNRN
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During the inspection Licensing observed the transfer strip in a doorway was secured with packing tape. This is a temporary fix and needs to be replaced.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. During the inspection Licensing observed the following: -Several playpens had broken netting. These must be replaced as they present a hazard -Several sleep mats were fixed in the corners with duct tape. These must be replaced or repaired
Corrective action. In discussion the Manager said she has ordered cots to replace the sleep mats
11080 - CCLR s.15(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. Licensing reviewed 4 out of 8 children's records. Two children's records did not have a photo
Corrective action. During the inspection one of the parents submitted a child's photo.
19160 - CCLR s.57(2)(i) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Licensing requested to review the facility policies and procedures.
Corrective action. In discussion the staff said they had taken the policies home to read them.
19320 - CCLR s.59(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Licensing reviewed the staff and Manager records. The Manager references were missing. This is a repeat contravention from inspection #CLAN-D6DR43.
Corrective action. In discussion the Manager said she would obtain three references
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing observed the staff records and observed one staff criminal record check was expired for the past 11 months. In addition the Criminal record check (CRC) was not site specific.
Corrective action. In discussion the staff stated she applied for the CRC and gave all the information required to the Manager. In discussion with the Manager she stated that she applied for the CRC and it was received but the name was incorrect. Licensing recommends a plan be put into place until the CRC is received.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for two employees. This was corrected during the inspection.
Corrective action. Immunization forms were provided to the staff.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): During the inspection Licensing observed the following: -Various medications in an unlocked drawer. This was corrected during the inspection.
11200 - CCLR s.17 - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. Licensing observed several sticky notes with medical authorization information on the children's records. No record of when medication was administered was observed
Corrective action. In discussion Licensing reviewed the policies and procedures for the facility. The medication policy states a medical authorization form must be filled out prior to administering any medication. Licensing will send a sample form to staff and staff will record when medication is administered to children.
16010 - CCLR s.53(1)(a) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Licensing arrived for the inspection at 8:35 am. Two children and an ECE educator were present. In discussion it was determined that the ECE and Infant Toddler (I/T) Educator rotate schedules. During the first half hour or the last half hour of the day an I/T Educator is not present on site.
Corrective action. In discussion the staff referred to section 34 (4)(a) of the CCLR. This section applies when more than one service type exists in a facility. The facility has one service type. An I/T Educator must be present when any number of children are present in the facility.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Four children's records were reviewed. Two children's records were missing a doctor's name or phone number.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Four children's records were reviewed. Two children's records were missing an MSP number.

Observation. The staff and Manager records were reviewed. No character references were observed on file for the Manager.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed in the outdoor play area that the pillar which has a small portion of wood in the middle, is deteriorating with exposed rusty nails. Over time, as the wood deteriorates further, this may also end up on the ground.
Corrective action. Ensure that the facility is in good repair while children are in attendance.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Licensing observed in the bathroom that two diaper creams were within reach of children, and was stored on the lower portion of the storage unit near the toilet. During inspection, a staff then moved these items to a place no longer accessible to children.
Corrective action. Ensure children do not have access to substances that may be hazardous to their health or safety.
11200 - CCLR s.17 - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Although the monthly fire drills have been recorded, Licensing observed that the yearly emergency drills have not been recorded on file. This was also confirmed by a staff during the inspection.
Corrective action. Ensure that the once a year emergency drills are also recorded on file.
13050 - CCLR s.56(1)(c) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Licensing observed that there is no confirmation on the files showing that the ECE certificate for one staff has been validated. This is a repeat contravention. This item was identified and contravened on April 12, 2019 on routine inspection report #KSEY-BB6P4H, and on April 06, 2020 on routine inspection report #JKIM-BNEV4K.
Corrective action. Ensure staff files are complete.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed that today, 3 children's time of arrival were not noted on the attendance sheet. In addition, yesterday Aug. 4, 2021, 1 child's time of arrival and 2 children's departure time were not noted on the attendance sheet.
Corrective action. Ensure that everyday, each child's time of arrival and departure time are noted on the attendance sheet.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following items were observed and discussed with staff: -Beddings: Children's sleeping mats were stored in the closet, stacked on top of each other with their fitted-sheets on them. -Spray Bottle: Bleach and Water spray bottle was stored by the washroom's sink. This bottle had no label and was accessible to children.
Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are in care.
