A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Fridge temperature is above 4 degrees Celsius
Corrective action. Manager will adjust the fridge temperature to be between 0 - 4oC
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Water temperature in the South Room is above 49oC
Corrective action. Manager will ask the Director to adjust the temperature to be under 49oC
11230 - CCLR s.47 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed that the doors to the shared kitchen from both Green and Purple rooms were opened, and cutting knifes were stored in the kitchen drawer that is accessible to the children from both rooms. No safety lock was installed for the drawer.
Corrective action. Manager will relocate the knifes to an upper shelf.
11200 - CCLR s.17 - RECORDS AND REPORTING
The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation. Care plan not developed in consultation with the parent or any person requested by the parent.
Corrective action. Licensing observed that there are two Anaphylactic care plans without name or child’s photo to indicate who that care plan is for. Manager said that the staff knows the children that have Epi-Pen. Licensing also observed that Epi-Pens are labelled with the children’s name
19250 - CCLR s.58(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon reviewing the online app that the facility used for children’s attendance, Licensing observed that there were 5 children not signed in to the right program. Manager explained that they are currently joining Summer Camp.
Corrective action. Manager will manually update the room that the children are in.

Observation. A bottle of Lysol and a container of dishsoap were accessible to children.
Corrective action. These items were removed during this inspection.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Areas behind the recycle bin in the kitchen and garbage can in one program room are in need of cleaning. An area of baseboard is missing in the preschool room.
Corrective action. The manager will ensure areas behind the recycle bin and garbage can are kept clean and the missing baseboard will be replaced.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): A fridge temperature was measure at 11c.
Corrective action. Fridge temperatures must be between 0-4c. The fridge temperature was turned down during this inspection.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. A strong smell of bleach was present in the two Group Child Care (30 months - school age) rooms and no windows were open. The manager stated that bleach is water is mixed according to instructions but on inspection the instructions on how to mix bleach and water were not available and the bleach bottles were not labelled with the contents. Mr Clean is being used in the Group Child Care (school age) rooms to sanitize. Mr Clean is not a sanitizing solution.
Corrective action. Please ensure that all staff are aware of the correct bleach/water mixing ratio and that bleach/water bottles are labelled with the contents. If there is a strong smell of bleach windows must be open to allow fresh air flow. Please ensure that a solution that sanitizes is used on all high touch surfaces in the school age program.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During this inspection the interior of the blue recycling bin was in need of cleaning.
Corrective action. Please ensure that the interior of the blue bin is kept clean.
11020 - CCLR s.13(2) - MEDICATION
A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this. Observation (CORRECTED DURING INSPECTION): Two epi pens were accessible to children in care.
Corrective action. The epi pens were made inaccessible to children during this inspection.
16030 - CCLR s.53(2)(a) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. Polysporin and After Bite are being administered to children without parental permission.
Corrective action. Parental permission must be obtained before any over the counter medication is administered to children.
16010 - CCLR s.53(1)(a) - MEDICATION
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. One epi pen did not have a pharmacy label or any other means of identifying who the epi pen belonged to, who prescribed it or when it should be used.
Corrective action. Please ensure a pharmacy label is on the epi pen to identify who it can be administered too, who prescribed it and when it is to be used.
16080 - CCALA s.7(1)(b)(i) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. Care plan for three children do not include the course of action recommended by health care professionals for a child requiring additional support.
Corrective action. All care plans must include what actions staff need to take if a child has a reaction to a food they are allergic to.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The emergency supplies do not contain enough food and water for up to 72 hours for all children in the facility. This is repeat noncompliance and was noted on routine inspection WBET-C88QH8 dated October 28, 2022.
Corrective action. Please ensure there are enough emergency supplies for up to 72 hours for all children.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Five children's files were reviewed. Contact information for a doctor or medical clinic was not available for two children.
Corrective action. Please ensure contact information for either a doctor or medical clinic (can be walk in clinic) is available for all children.
19100 - CCLR s.57(2)(d) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Five staff files were reviewed. Criminal record checks were not available for two staff. The manager said one criminal record check had been applies for last week but not received and one criminal record check was on a cell phone but she was not able to locate ti during tis inspection.
Corrective action. Please ensure a valid criminal record check is available for all staff before they start to work.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Five staff files were reviewed. Evidence of references being checked was not available for four staff.
Corrective action. Please ensure evidence of references being checked is available for all staff.
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Five staff files were reviewed. Evidence of ECE certificates being verified was not available for four staff. The manager said the licensee contact had verified the certificates although proof of verification had not been put in the files.
Corrective action. Please ensure evidence of ECE and ECEA certificates being validated is available.
