- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Licensing observed plastic garbage bags of various sizes accessible to children in a bathroom and in a kitchen drawer.
11010 - CCLR s.13(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): At Licensing arrival, there were 9 children in care with 1 ECE employee providing care. The child left care within a few minutes of licensing's arrival.
Corrective action. Licensee corrected this during the inspection, and said they will consider a system to maintain compliance and provide a written response detailing the system.
14020 - CCLR s.34(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon review of attendance records, one child who was in attendance at the time of licensing's arrival had not been signed in, and had not been signed out of care. Two other children who are enrolled in full time care, had no record of being absent for the day, and were absent from care on this day.
Corrective action. Licensee said they will develop a system to document when children are in attendance, and when they are absent.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation. Upon review of 10 children's record; 1 child who was in care had no registration file. The child left care while licensing was on site.
Corrective action. Licensee said they will create a file for any children who attend the program, and will not provide care to this child until a current file is in place. Licensee said they will provide a written response to licensing upon completion.
19060 - CCLR s.57(1)(a)(b)(c) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. The licensee had not obtained a criminal record check for a person over the age of 12 years. The licensee conformed that the person is occasionally present on site.
Corrective action. Licensee said the person will not be in contact with children until the criminal record check has been obtained.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The change station edge was coming off at the front, making this area difficult to sanitize effectively.
Corrective action. The licensee will re-attach the edge, and provide a photo once completed.
11020 - CCLR s.13(2) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. The manager's name was not posted near the licence. This was discussed at the last routine inspection.
Corrective action. The licensee will post this and provide a written response.
10050 - CCLR s.11(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing reviewed the fire and evacuation systems and found the facility had no record of compliance with the emergency evacuation in the past year. The licensee said they had practiced the evacuation plan, and had not documented this.
Corrective action. Licensee will ensure to have record of compliance with practicing the evacuation plan.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation. Licensing reviewed files of 9 children in care, of those, 1 file did not contain consent to call a medical practitioner or ambulance in case of accident or illness if the parent cannot be immediately reached.
Corrective action. The licensee said they will create a system for ensuring all facility files contain consent from the parent.
19190 - CCLR s.57(3)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.
Observation. Licensing reviewed the files of 9 children who are currently attending the childcare facility and 3 files of children who had withdrawn, at least one file did not contain the date on which the child stops attending the community care facility.
Corrective action. Licensee will create a system to ensure the last day of care is documented.
19180 - CCLR s.57(2)(k) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Licensing reviewed the files of 9 children who are currently attending the facility, and 3 of children who have withdrawn from care. Of these files, 1 file did not contain the date of enrollment in the community care facility.
Corrective action. Licensee will review files an enter in the date of enrollment.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. -Outdoor stairs were enclosed with rope, however some gaps were more than 3.5 inches in size, providing entrapment concern. -Grass in one area was long, and where a water hose was located and not visible due to the height of the grass. This provides a tripping hazard for young children. -two bedrooms that are located in the non-facility area, were accessible to children during care. One space is where the emergency exit is located.
Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. -Cupboard under the sink was unlatched providing children access to two bottles of bleach.(cupboard was latched after licensing pointed out the accessibility to children). -One drawer a child was opening at the time of the inspection, stored cables, and electrical cords.(moved out of reach of children during inspection). -electrical baseboard heater had been newly installed, without a cover giving access to children while playing. The base board was on and hot to touch during the inspection. (turned off, and a table was moved in front during inspection)
Corrective action. Please ensure that children do not have access to any object or substance that may be hazardous to the health or safety of children.

Observation. During the inspection it was observed by licensing that there were 4 children under 3 years in attendance of the program.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Eight children's files were reviewed, of those, two were missing emergency contact information, and one was missing contact number for medical practitioner
Corrective action. Please ensure to keep record for each child, the phone number of medical practitioner, and emergency contact.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING

Observation. Eight children's files were reviewed, of those, 2 were missing consent to call a medical practitioner or ambulance in case of an accident.
Corrective action. Please ensure to keep record in writing from a parent and maintain at the community care, consent to call a medical practitioner or ambulance in case of accident or illness.
19190 - CCLR s.57(3)(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Of three employee files reviewed, two files had no record of the employee ECE or ECEA having been verified by the system maintained by the early childhood educator registry.
Corrective action. Please ensure to obtain record of having verified ECE or ECEA employee certificates.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. One of three staff had no current criminal record check completed at the time of the inspection. Licensee said it had not been submitted.
Corrective action. Please ensure to obtain a criminal record check for each staff prior to working at the facility.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Of three employee files reviewed two files did not contain record of checking references, prior to staff working.Licensee said for one staff file two references were called, but not documented, and for the other staff file, one reference was called and had not been documented.
Corrective action. Please ensure to first obtain the character references prior to employing the person.
