- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. -The change surface next to the sink in the GCC(Under 36 months) classroom was chipped on two corners exposing the porous wood board underneath. -The change area, the sinks, and in two areas near the toilets there some dust and debris. Staff said they are regularly cleaning the space, however there is no cleaning schedule for staff to follow.
Corrective action. The manager said they will develop a cleaning schedule for the staff to follow, and will address the chipped counters within the week.
11020 - CCLR s.13(2) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Licensing reviewed the staff and child sign in for the week and found that on January 17th, 2026 there were 5 children enrolled in the GCC(30m-SAC) classroom with 2 ECEA staff working.
Corrective action. The manager said they will address the staff plan and send a copy of the plan to licensing.
14030 - CCLR s.34(2)(b) - OR SUPERVISION
A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation. Licensing observed 2 high chairs in the GCC(30m-SAC) classroom. When asked, staff explained that a child who is 3 years is placed in the high chair for feeding and as part of behavioral guidance. Licensing reviewed the child's care plan and in the care plan it states that the high chair intended for feeding only.
Corrective action. The licensee said that they will discontinue use of the high chair for this child unless indicated as part of the care plan to support their feeding.
14220 - CCLR s.51(1)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The facility evacuation supplies were insufficient for the number of children in each classroom. One room had three water bottles and two boxes of crackers for 25 children.
Corrective action. The manager will review their system and provide a plan.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon review of the sign in sheet records licensing found there were two dates where children were not signed in or marked absent.
Corrective action. The manager said they will create a plan to address this and provide a written response.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. -Two spray bottles with cleaning solution were stored on the counter in the bathroom in a classroom where children have access. Staff confirmed the classroom is in use on a regular basis. -The outdoor area had debris in one play area, including food garbage, broken toys, and roofing material -Microwave plug cord was hanging down near where if a child would pull it, could pull the microwave down. -Three shelves in three classrooms had not been secured to the wall. Two of the classroom shelves were broken.
Corrective action. Please consider a plan to address this, and provide a written response
11010 - CCLR s.13(1) - OR SUPERVISION

Observation. In the GCC(Under 36m) classroom the staff were 1 ECE and 1 ECEA, I IT staff person was away, however this did not meet the staff requirements in schedule E.
Corrective action. Please create a staff plan that would meet the requirements and provide licensing with a copy.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. No record of conducting fire drills since the opening of the program. Staff confirmed they had not been documented.
Corrective action. Please consider a plan and provide a written response.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation. No care plan had been developed for a child who requires one.
Corrective action. Please consider a plan and provide a written response.
19210 - CCLR s.58(1)(a) - RECORDS AND REPORTING
A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation. One children in care of the facility had no registration file. This child did not meet the age for care provided. One staff said it was their child who does attend on occasion, and the licensee had given approval for the child to attend.
Corrective action. Please consider a plan and provide a written response.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. One child had not been signed into and out of care. There was not documented record of absent children on days when they do not attend.

Observation. Licensing reviewed 9 employee files, of those, 4 employee files did not contain record of the licensee obtaining character references, and no file had record that the references had been checked.
Corrective action. Please consider a plan and provide a written response.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed 9 employee files of those, there was no record of the licensee having obtained a criminal record check for 6 employees.
Corrective action. Licensee said they do have current Criminal Record Checks for all staff, however they were not available for review at the facility.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Licensing reviewed the files of 9 employees, of those 6 did not contain record of being verified by the system maintained by the early childhood educator registry.
Corrective action. Please consider a plan and provide a written response.
12140 - CCLR s.19(4)(a) - STAFFING
Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).
Observation. At licensing arrival there were 12 children in care with 3 staff, 5 children met the age definition of GCC(under 36 m), and were signed into the IT program classroom, 6 children met the age definition of GCC(30m-SAC) and one child who was confirmed by the staff to meet the age definition for GCC(SAC). The facility is not licensed to care for children who meet the definition of school age care.
Corrective action. Staff divided the groups into GCC(30m-SAC) and GCC (under 36m) as per the regulations. Two children who met the definition of school age, remained in care. The staff said they will come into compliance for the ages of children in care today, and provide a plan moving forward.
