  The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

  Observation. There is an unsecured large fan sitting on an open shelf over a crib in the nap room.

  A record for each child containing the name, sex, date of birth, medical insurance plan number and immunization status is not kept. [CCLR Sec. 57(2)(a)]

  Observation. Not all files contained immunization status.

  There is an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency. [CCLR Sec. 22(1)(b)]

  Observation. Many of the items in the emergency supplies had expired, such as the food, water and light sticks.

  Observation. Not all children's files were complete with a photo.

  Children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child. [CCLR Sec.34(1)]

  Observation. There was not ITE working in the program and the manager indicated that there has been no ITE on-site since the end of March, as she periodically drives up from the lower mainland but not daily.

  The ratio of employees to children is less than that permitted in Schedule E. [CCLR Sec. 34(2)(b)]

  Observation. There is no ITE working in the program currently.

  Licensing has been notified immediately of any change in the information provided under Section 9 (Applying for a License). [CCLR Sec. 10(1)]

  Observation. The facility has extended the hours to 7 days per week as opposed to the 5 days that has been proposed and licensing was not notified of these changes. The manager indicated that on weekends the intention was to enrol children from 0 up to 12 yrs of age.

  A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

  Observation. The office door cannot be closed and children can access the office.

  Furniture or equipment for sleeping is used by only one child at a time, is clean and comfortable, and is appropriate for the size, age and development of the children intended to use it. [CCLR Sec. 15(2)]

  Observation. A thin playpen mattress was being used on the floor for a child rather than a thicker vinyl covered foam mat.

  Observation. The open shelving over the playpens in the nap room have not been addressed for earthquake safety. Push pins are used in the program for documents and art.

  Observation. The manager could not located a complete policy and procedure manual and was unfamiliar with the policies and procedures and CCLR.

  Observation. Loose electrical cords are accessible to children. The overhead bedding bins are not secured.

  The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

  Observation. The outdoor area fencing has not yet been completed.
