  • POLICIES AND PROCEDURES / Emergency Training and EquipmentNon-critical

There is an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency. [CCLR Sec. 22(1)(b)]

Observation. -Licensing observed some food supplies as part of the program’s emergency preparedness supplies; however, no water was available at the time of inspection. Adequate food and water supplies sufficient for a 72-hour period for each child in the program are to be maintained and available at all times.

  • RECORDS AND REPORTING / Care PlansNon-critical

The licensee records compliance with the care plan of a child requiring extra support for all applicable aspects of care. [CCLR Sec. 58(3)]

Observation. -Licensing observed a care plan in place for a child requiring an EpiPen. Two other children requiring medication for asthma and a seizure disorder had some information available regarding how to provide care; however, additional care plans are to be developed and maintained for these medical needs. Medication was stored in various areas of the room and was out of reach of children. Various care plan templates will be provided. -Licensing observed the program was on a walk with the children. Medication for children requiring it was left behind at the program and was not readily available during the outing. This poses a significant health and safety risk, particularly for children with life-threatening allergies or other urgent medical needs requiring immediate access to medication. Provide a written plan as to how this issue will be addressed.

  • STAFFING / Additional criminal record checksNon-critical

All persons over the age of 12 that are ordinarily present on the premises while children are present are of good character and the licensee has obtained a criminal record check for each person. [CCLR Sec 20]

Observation. -Licensing observed that one staff member in the program had a recently expired criminal record check.

  • STAFFING / Community Care Facility RecordsNon-critical

The licensee keeps current records of each employee as required under Sec. 19(1). [CCLR Sec.56(b)]

Observation. -Some staff files were observed to be missing immunization status documentation and records of work history (resume).

  • STAFFING / Additional criminal record checksNon-critical

All persons over the age of 12 that are ordinarily present on the premises while children are present are of good character and the licensee has obtained a criminal record check for each person. [CCLR Sec 20]

Observation. Licensing observed that two staff members in the program did not have current criminal record checks (CRCs) on file. The Manager informed Licensing that CRCs for these two staff were completed. Licensing requested that the Manager provide copies of the CRCs to confirm compliance. As of the completion of this report, the CRC documentation has not been received. Therefore, a non-compliance will be issued, as the documents were not readily available at the time of inspection.
