- STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Licensing reviewed three staff files. Immunization status was not obtained for one of these employees.
Corrective action. The Director stated that the immunization status would be obtained by the end of the week.
12090 - CCLR s.19(1)(f) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Licensing reviewed three staff files. One of the Early Childhood Educator certificates has not been verified by the Early Childhood Educator Registry.
Corrective action. The Director stated the Early Childhood Educator certificate would be validated by the end of the week.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The roof of the play house in the outdoor space has boards that are rotten and pulling away from the structure. There are metal roof sheets that are no longer secured. These boards and metal sheets are within children's reach.
Corrective action. Ensure the outdoor space is in good repair by replacing the rotten wood on the playhouse and securing the metal roof sheeting.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. There is a small fence panel that is missing from behind a large tree. The opening is large enough to cause an entrapment hazard.
Corrective action. Please ensure the fence panel is replaced.
11020 - CCLR s.13(2) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. In review of children's file requirements, Licensing observed a number of children without photos. Although digital images of children "working" may be on the camera, the camera is not taken when leaving the facility.
Corrective action. Please ensure a system is in place to ensure a photo or digital images is available to readily identify a child in an emergency.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Licensing reviewed 4 children's file, one file was without emergency contact information.
Corrective action. Please ensure all children's files are current and complete.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed that there were bins and supplies stored on high shelves or on top of cupboards where children play below. There is the possibility that these bins can topple over and land on a child. This is a repeat contravention from last year.
Corrective action. Please ensure a system is in place to ensure stored items cannot fall on to a child, such as a lip around the edge of shelves.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. One ECEA certificate was not posted.
Corrective action. Please ensure all staff's certificates are posted.
10070 - CCLR s.11(4) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. One child's file was lacking the phone number of a medical practitioner.
Corrective action. Please ensure all children's files are complete and current prior to attending the facility.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. In a review of attendance records for September and the first part of October 2021, licensing noted that there were a few dates (September 9, 10, 24 & October 1) where some of the children did not have a time of departure recorded.
Corrective action. Please ensre attendance records accurately show arrivial & departure times as well as any absents.

Observation. Three children's files were reviewed, one file was without the date of enrollment.

Observation. Although the manager recalls practicing a fire drill in August, this drill was not recorded on the documentation sheet.
Corrective action. A record is required for all drills.

Observation. There was no record that the ECE certificate for the manager had been verified through the ECE Registry.
Corrective action. Please ensure all ECE and ECEA certificates are verified each time a new Licence is issued.
