    A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

    Observation. One child does not have a care plan to support emergency medication.

    Corrective action. Discussed the intent of care plans. The Licensee said she will develop one in consultation with the family.

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

    Observation. Two of the three staff files reviewed did not have criminal record checks which were obtained by the Licensee. Both had valid criminal record checks from a different organization.

    Corrective action. Discussed the requirement of the Licensee obtaining the CRCs. The Licensee said she will have the CRCs shared to her organization.

    Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

    Observation. Multi-Age CC - Staff to Child Ratio not maintained. (ECE). The staff member on site holds a valid ECEA certificate. The staff identified that they are the regularly scheduled staff to open the facility which does not meet the requirements for a multi-age program.

    Corrective action. Licensing had a conversation with the Manager regarding the staff schedule. The Manager will bring the facility into compliance and provide Licensing with a copy of the revised staffing schedule.

    Observation. The number of children in care exceeded the Licensed capacity for the designated room. Upon arrival at the facility there were ten children in care.

    Corrective action. At the time of inspection children were moved to a second premise bringing the facility into compliance.The Director confirmed that effective immediately the facility will not exceed maximum capacity.

    Observation. Upon arrival at the facility there were multiple children without records at the premise.

    Corrective action. The Director confirmed that moving forward staff will have immediate access to all children's records.

    Observation. Upon arrival it was noted that the daily attendance was not accurate or complete.

    Corrective action. The Director confirmed that attendance would be accurate and complete at all times moving forward.

    Observation. At the time of arrival there was one staff on site. This individual did not have a valid first aid certificate.

    Corrective action. The Director confirmed that as of this inspection children will have immediate access to an employee who holds a valid certificate.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. OUTDOORS - Licensing observed the resilient surfacing under one climber (octagon shaped) is a bare minimum, and not providing the adequate amount for the height of the equipment. Licensee says it is in the plan to get more but was waiting for the dryer weather. This pierce of equipment must not be used until the surfacing has been replaced.

    Corrective action. Ensure that adequate resilient surfacing is under and surrounding (6 feet Circumference the climber as per the Director of Licensing Standards of Practice - Safe Play (for the height of the equipment). Ensure a safe environment while children are in care.

  • POLICIES AND PROCEDURES

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. Upon arrival the licensee informed licensing that the two fire extinguishers were taken to be serviced yesterday (March 13, 2023), however were not returned as every six years the powder needs to be completely replaced, and they would not be ready until the morning of March 15, 2023, leaving the facility without a working/serviced extinguisher.

    Corrective action. The licensee was able to locate an extra serviced extinguisher during the inspection and placed it on the mounting device. The other two will be picked up tomorrow and replaced.
