  Observation. During follow up inspection, the operator said she had informed parents of her guidance strategies; however Licensing continues to require confirmation from parents as noted in inspection from March 1, 2024.

  Observation. Operator is using indoor fence panels to pen child in one area separate from peers as way of behavioural guidance.

  A child(ren), while under the care or supervision of the licensee, has been subjected to confinement or physical restraint by an employee which was not authorized in a child care's plan and was not an "emergency restraint". [CCLR Sec. 52(1)(b) and Schedule H]

  Observation. Upon arrival for inspection Licensing observed child penned in by indoor fencing and confined to a single area. Operator volunteered that she knowingly is in non-compliance by confining the child. She explained that she does so to manage the child's behaviour and she doesn't know what else she can do.

  Observation. Operator has subjected child in program to neglect by failing to: assure safety by installing barriers to safety exits; provide emotional and social care by secluding child; create a care plan; and use behavioural guidance appropriate to the age and development of the child.

  Observation. For child secluded in penned area, operator is not providing opportunities for social or emotional growth.

  There is an established program to instruct children in, and to practise the rules of, health and hygiene. [CCLR Sec. 46(1)]

  Observation. During inspection Licensing observed child use a potty in the laundry room as the single washroom was occupied for over 45 minutes by other adult living in the home. Child urinated in the potty and rejoined play. Licensing Officer reminded Operator that child needs to wash hands.

  Equipment, furniture and supplies are located so as not to block or hamper exits in the case of fire or other emergency. [CCLR Sec. 15(1)(b)]

  Observation. Indoor play fencing erected in living room area tied together blocking child's exit in cases of fire or other emergency.

Operator's practice of separating a child from the group is not providing a program that encourages the emotional development of children; helping children develop a positive self-concept and an accurate perception of self; or helping children express positive and negative feelings in appropriate ways.

  Observation. During inspection, the Licensee shared with Licensing many minor incidents that were not recorded.

  Observation. Licensing could not confirm if parents were informed of all incidents occurring at the facility - particularly if parents of child secluded were informed of the operator's practice.
