Observation. Upon arrival for inspection Licensing observed child penned in by indoor fencing and confined to a single area. Operator volunteered that she knowingly is in non-compliance by confining the child. She explained that she does so to manage the child's behaviour and she doesn't know what else she can do.

Observation. Operator has subjected child in program to neglect by failing to: assure safety by installing barriers to safety exits; provide emotional and social care by secluding child; create a care plan; and use behavioural guidance appropriate to the age and development of the child.

Observation. During inspection Licensing observed child use a potty in the laundry room as the single washroom was occupied for over 45 minutes by other adult living in the home. Child urinated in the potty and rejoined play. Licensing Officer reminded Operator that child needs to wash hands.
