    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. Licensing observed a fabric change mat in the main playroom. This fabric change mat is not easy to clean between each diaper change. Manager was notified of Licensing's observations and the fabric change mat was removed. Manager plans to replace the diaper change mat with a vinyl type.

    Observation. Today's inspection revealed 1 I/T staff and 1 person who does not qualify as RA/0r ECEA as there is not certificate on file working with 5 <36 months children. There were two school aged children in the facility. The Licensee stated one school aged child was her child and the other was a friends child. No children over 36 months of age can be onsite a this facility.

    Observation. At today's inspection 1 ECEA staff (acting as ECE on approved staff exemption) and 1 RA staff were present in the facility with 6 children. The Manager (only I/T qualified staff) was upstairs in the residence portion of the house. It was confirmed that the ECEA staff (acting as ECE on approved staff exemption) has been opening the program in the morning. The Manager/I/T staff said she had been working open to closing as she is the only I/T but was finding it a long day. The RA staff is newly hired and stated she has completed 1 ECE course and sent her transcripts and application to the ECE Registry for a ECEA certificate. No certificate is currently issued.

    There is a diaper changing area that is adjacent to a wash basin, that is located away from the food preparation area, and that has a covered container for soiled clothing. [CCLR Sec. 14(4)]

    Observation. Staff are changing diapers in the main activity room, this is not adjacent to a wash basin to allow for easy hand washing. This issue has been noted on previous inspection reports.

    Observation. At today's inspection the previous Licence (Multi-Age Care) was posted not the current Licence for Group Child Care (<36 months) 1 staff has an approved staff exemption to allow her to act as ECE. It is a requirement of the approval that the Staff exemption be posted beside the facility Licence, this was not observed today.

    Observation. At today's inspection two staff were working at the centre. 1 newly hired staff had no documents in a personnel file. The other staff person had ECEA certificate and first aid certificate only in the personnel file.

    Observation. A child with a peanut allergy is enrolled at the facility. The Manager was unable to find the epi-pen for this child. The child was not in attendance on the day of the inspection. Licensing informed the licensee that the child cannot return to the facility until an epi-pen is on site for the child.

    Observation. Children's blankets for nap were observed hanging side by side on a crib in the nap room. This creates opportunity for cross-contamination. Options for individual storage were discussed. There is only one bottle of sanitizing solution for the whole facility. The washroom does not have it's own bottle of bleach and water solution. This also creates an opportunity for cross-contamination

    Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

    Observation. There is a variety of toys and materials available for children indoors. The outdoor play area does not have enough materials for the children however. Licensing observed some ride-on toys, a water table with some accessories for pouring, scooping etc. The play house had no toys or equipment for children to use with it. There was a table with chairs but nothing for the children to play with at the table. More options for children are required in order to meet the requirements of Schedule G.

    Observation. The facility did not have an anaphylactic allergy care plan for the child with a peanut allergy There were other children with food sensitivities and/or allergies and the manager did not have information about the allergies, including signs of an allergic reaction or what to do if a child has a reaction. Some children registered did not have information about immunization status in their records.
