    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. Licensing observed the following: *A hallway leading to a two bedrooms with shelving units stacked high with items. The space was narrow for passage, and items stored above 4 feet were not secured. This pathway was accessible to children, and the bedrooms did not have childproof locks in place, allowing children potential access to these rooms. *That gates were available at the stairs; however, they were secured against the handrail and not in use. Children had access to the downstairs rooms leading to the boiler storage area and a separate unit, all of which were unlocked and accessible to children during today’s visit.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. Licensing observed the following: *A large dip in the ground was observed after the Licensing Officer tripped on it during today’s visit, creating uneven terrain and a tripping hazard. *Fencing was observed with broken panels, with wooden panels loosely placed against it without being secured, creating potential entrapment spaces or gaps where children could pass through. When pressure is applied, the fence is unstable and may tip over. *The balcony porch was observed to have a soft spot that, when pressure is applied, could potentially give way and pose a safety risk. *A water hose was observed located across the porch balcony toward the stairs, creating a tripping hazard.

    Observation. Licensing observed that the Licensee has purchased 72-hour emergency supplies; however, the food and water items have expired since June 2021.

    Observation. Licensing observed all children's record and found one child with no record and two missing immunization status. This have been cited in previous reports.

    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. On the outdoor play structure some areas had wood rot and the wooden stairs of the structure had green moos and were slippery. Play equipment with wheels like toy cars and tricycles were on the deck to be used by children. The deck had glass railing and is situated few feet above the ground level.

    Furniture or equipment for sleeping is used by only one child at a time, is clean and comfortable, and is appropriate for the size, age and development of the children intended to use it. [CCLR Sec. 15(2)]

    Observation. LO noted on two cribs placed in two separate bedrooms. Each bedroom had adults beds and other large furniture and items. The space is very crowded and that will not allow for space to set up the cots. The facility does have cots and has previously created a nap room as per licensing request but does not currently use the cots nor the separate nap room.

    All persons over the age of 12 that are ordinarily present on the premises while children are present are of good character and the licensee has obtained a criminal record check for each person. [CCLR Sec 20]

    Observation. Licensing officer was informed that the student present at the time of the inspection is residing in the house since September 2024 and is 17 years old. Another person that was 17 years old was identified as the licensee's grandson. The licensee stated that the grandson was only visiting. The licensee had not obtained CRC as per legislative requirements.

    Observation. Neither bathroom had single use towels for drying hands available.

    Observation. There was a large TV screen in the main play space playing cartoons the entire time LO was present, an under 2 year old child was present sitting in the high chair facing the TV.

    Observation. One child was eating in the highchair while several children were playing on the deck. In order to supervise these children, the Licensee would be required to move out to the deck and thus leave the child eating alone in the high chair.

    Observation. The hallway to the bathroom where diapers are changed has shelves stacked high with items, the space is narrow to walk through and items above 4' are not secure. The bathroom accessible to children had visible dirt and debris, appeared in need of a cleaning and sanitizing. The kitchen counters were full of items, limiting appropriate clean space available to prepare food for children / wash and sanitize dishes and cutlery. There is a large climber in the back yard, the height of this piece of equipment exceeds what is permissible for some of the ages of children attending.

    Observation. The main play area ( livingroom and dining room), are full of furniture, and other assorted items that have encroached on the children's play space. There is also a pack 'n play for a child's sleeping equipment in the livingroom / play area. There is not currently adequate useable indoor play space for the children.

    Observation. The fence on the North side of the yard is falling over, when pushed on moves. There are pieces of rope attached to the posts and on the neighbours side attached to wood stakes, however these stakes were not secured to anything and were lying on the ground. There are pieces of fence missing or easily moved on the west side ( back of the yard) fence, creating areas of entrapment or an opportunity for children to get through.

    Observation. Not all children's files were complete. Missing information included: alternate authorized pick up person who is not the child's parent, only 2 children were signed in yet 6 were present, start date to be recorded.

    Observation. The washroom accessible to children for hand washing did not have any single use towels in the dispenser, there was a roll of paper towels on the shelf.

    Observation. During the inspection, one child was placed in a high chair with a bowl of food ( grapes and oranges), and then the licensee left the room several times to go into another room to change children's diapers.

    Observation. There was a puppy pee pad in the children's play space. The dining room table is very cluttered and had visible debris on the surface. The children's play space is very crowded making it difficult to clean and sanitize. The gate at the top of the stairs to the front door area is not secure. In order to change a child's diaper the licensee must move through the kitchen into another area of the house, thus unable to provide continuous supervision. Some of the items in the children's play area are showing signs of wear and tear, this includes a vinyl chair that is ripped, making it difficult to properly clean. There are broken plastic toys in the yard. The sink and toilet that the children are to use has various non- bathroom items stored in the small space that could fall over on them.

    Observation. The living room area is the play area as described by the licensee. There is also a dining room table area. Both of these areas area very crowded and have limited space for children. There are two large couches, book shelves and various other items that are limiting children's movement and play space.

    Furniture or equipment for sleeping is used by only one child at a time, is clean and comfortable, and is appropriate for the size, age and development of the children intended to use it. [CCLR Sec. 15(2)]

    Observation. At the time of the inspection there was a large child, 2.5 years of age sleeping in a pack'n play in the living room. In the living room, there are two pack'n play sleeping units, in the side bedroom there is one crib that is shared by two children at different times. This facility does have cots and has previously created a nap room but does not currently use the cots nor the separate nap room.

    All indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children, safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)]

    Observation. The monkey bars in the back yard are above 6' high, which exceeds the allowable height for the ages of children in care. The play materials inside do not meet the needs of the children based on Schedule G.

    Observation. The area under the porch and adjacent to the house is accessible to children. There is a partial barrier of orange construction fencing however, there is a large opening, permitting access. The fence will require continual monitoring as it is showing signs of rot and disrepair. I appears as though the children are also playing on the deck. The gate at the top of the stairs did not appear to be secure. Be sure to keep any items that children could climb on away from the edge of the porch as the drop is considerable.
