- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Upon inspection the following was observed: - Refrigerator temperature is 5.1 degrees Celsius and children's lunches were in the refrigerator. - There is an electrical outlet with a loose cord that is used to attach to a metal post. The cord is loose, posing a strangulation concern.
Corrective action. - The staff lowered the temperature in the refrigerator while licensing was on site. - Ensure the loose cord is not accessible to children.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Upon inspection there is a fence panel that is partially detached and falling in towards the children's playground.
Corrective action. The manager advised the fence panel will be fixed.
11020 - CCLR s.13(2) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Upon inspection an ECEA will open or close the centre without an ECE present.
Corrective action. The manager advised she is going to make a change to the staffing schedule or apply for an exemption.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.
Observation. Upon inspection there were children's file that did not have the withdrawal date noted.
Corrective action. Ensure the withdrawal date is noted for all children.
19180 - CCLR s.57(2)(k) - STAFFING
A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation. Upon inspection, one staff did not have a file.
Corrective action. The manager advised she will obtain the documentation required under section 19(1) for the staff.

Observation. Upon inspection, the food in the emergency evacuation supplies is expired.
Corrective action. The manager explained she is in contact with the director and will have it replaced.
13020 - CCLR s.22(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Upon inspection, the fire drills were not documented from September 2023-December 2023 and there is no record of the earthquake drill in 2023.
Corrective action. The manager advised she is unsure if the drills were done as there was a previous manager and that she is going to do an earthquake drill this month.

- OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Upon inspection licensing noted there were 6 children under the age of 3 years old. Of the 6 children, 2 were under 12 months.
Corrective action. As per schedule E, a multi-age program can have 3 children under the age of 3, with one of those children under the age of 12 months.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Upon inspection, the following was observed: - The closet in the nap room has come off the track and is not secured. - A room that is intended for child care use has a large bed setup and is being used for storage - The door to one of the rooms has paint chipping off around the door knob - The window in the nap room does not have a lock - There is a fence panel that has fallen out of the fence - There is a shed in the yard that does not have doors and is accessible to children. The shed is storing loose pieces of wood and a Jerry Can
Corrective action. Please ensure the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Upon inspection the name of the Manager was not posted. The Staff said there is not currently a Manager.
Corrective action. Please ensure the name of the Manager is displayed in a prominent place in the community care facility.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Upon inspection there was not a record of the fire or earthquake drills. The staff advised they have not recently been practiced.

12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. A minimum of two character references were not obtained for one or more employees.
Corrective action. Please ensure there is a record of the staff's character references

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Upon inspection, there was not a record of the staff's ECE validation.
Corrective action. Please ensure all staff holding a certificate has it verified by the system maintained by the early childhood educator registry.
