  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Upon inspection, licensing observed the following: Indoor: - 6 children's chairs were stacked together. This poses a potential falling hazard. - Curtains in the kitchen area were at children's level. This poses a potential strangulation hazard to children. Outdoor: - 3 ladders were stored along the pathway and they were accessible to children. - A lawn edge trimmer was observed in the outdoor area. It was accessible to children. - Standing water was observed in one of the outdoor play material.

    Corrective action. The Manager said she will ensure the identified hazard be corrected to ensure children's safety. The Manager said care and supervision will be increased in the meantime.

    A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

    Observation. Upon inspection, manager name was not prominently displayed.

    Corrective action. The Manager said she will post manager name.

  • POLICIES AND PROCEDURES

    A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

    Observation. Licensing observed fire drill log. There were no record for the month of August, September 2024, and September 2025. The Manager said fire drill was practiced for the month of September 2025 but did not record it down. Manager was unsure if fire drill was practiced for the other two months in 2024. There was no record to indicate if annual emergency drill was practiced within last year.

    Corrective action. The Manager said she will ensure to record down every time after fire/emergency drill practiced.

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. Licensing observed fire extinguisher had not been serviced annually.

    Corrective action. The Manager said she will have the fire extinguisher serviced.

  • RECORDS AND REPORTING

    A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.

    Observation. Licensing observed a medication for a child, a care plan was created for the child but no specific instruction was provided by the parent on the care plan.

    Corrective action. The Manager said she will inquire the specific instruction from the parent.

    A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

    Observation. Two staff files were reviewed, one staff's certificate was not validated by using the system maintained by the early childhood educator registry.

    Corrective action. The Manager said she will validate the staff's certificate.

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

    Observation. Two staff files were reviewed, one staff's criminal record check was not site specific but to another institute.

    Corrective action. The Manager said she will obtain the staff's CRC to be site specific.
