- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed in the group child care under 36 months program: -Playpen set up with child's bedding also used for storing a play tunnel (Corrected) -Stacked cubed chairs and climbing structure stored in a way that poses a falling hazard next to cots -Playpens placed without space between, allowing children to reach into each others sleep spaces.
Corrective action. The supervisor removed the play tunnel and informed staff to ensure no storage items are placed on the children's bedding/ sleep spaces. The supervisor said storage items will be removed and space will be adjusted between playpens.
11010 - CCLR s.13(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Attendance record for times children are combined at the beginning and end of day are not documented.
Corrective action. The supervisor said they will include the times programs combine for each day moving forward.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Two care plans were not reviewed with a parent for children with medical plans, including updated course of action.
Corrective action. The supervisor said plans will be reviewed and updated this week.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements]. Observation (CORRECTED DURING INSPECTION): A staff file for a substitute working was kept off site and unavailable.

- HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Children are not using single use towels to dry their hands after hand hygiene. The manager said they switch them out at the end of the day.
Corrective action. Licensee must ensure that children are using towels once after hand washing.
15030 - CCLR s.46(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing reviewed the emergency supplies; there was not enough food, water, and emergency equipment for everyone in case of emergency.
Corrective action. Licensee must ensure that all emergency kits have food, water, and other supplies for each person for 72 hours in an emergency.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Licensing reviewed 9 children's files; 1 child was missing an emergency contact, other than their parent (CORRECTED DURING INSPECTION): 1 child did not have a medical practitioner's name and phone number
Corrective action. Licensee must ensure that all children's files are complete.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Licensing observed the following during the inspection: - A large plastic snow shovel was hanging from the tree in the outdoor play area. The concern is that the shovel may fall on a child. The shovel was removed while licensing was on site. - A bottle of bleach was located on the floor in the infant/toddler classroom closet accessible to children in care. The bleach was removed while licensing was on site.
Corrective action. Ensure a healthy and safe environment is provided at all times.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Licensing observed sufficient number of staff, however staff qualifications did not meet staff to child ratio as per Schedule E. The exemption process and Schedule E were reviewed with the manager. The manager indicated the staffing schedule would be revised.
Corrective action. Ensure that the ratio of employees to children attending the facility is no less than permitted in Schedule E.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation. The facility did not notify the licensing officer within 24 hours that a child was involved in or may have been involved in a reportable incident as described in Schedule H as required.
Corrective action. Ensure reportable incidences are reported within 24 hours.
19030 - CCLR s.55(2)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. A minimum of two character references were not obtained for one employee, and a minimum of three character references were not obtained for the manager.
Corrective action. Ensure references are obtained prior to employment.

Observation. Licensing reviewed 5 staff files and noted 3 did not contain evidence of a criminal record check. The Director said the criminal record checks have been applied for.
Corrective action. Ensure criminal record check clearance is obtained prior to employment.
