• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. Exposed jyprock and chipped paint were observed throughout the facility within reach of children. High touch surfaces were visibly dirty around the bathroom.

  Corrective action. The Licensee said maintenance will be done in the summer to repair all walls and repaint. In the meantime, a temporary fix will be done to ensure no exposed jyprock or peeling paid is within reach of children. High touch surfaces will be cleaned and sanitized.

  The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

  Observation. Licensing observed 1 care plan did not have a review date

  Corrective action. The manager said that a date will be added and the care plan will be reviewed yearly

  Observation. Licensing observed that 3 departure times were not recorded on the attendance record

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Licensing reviewed 9 staff files. 2 criminal record checks were not site-specific, and one was not available

  Corrective action. The manager said the criminal record checks will be site-specific and the missing one will be obtained

• A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.

  Observation. It was confirmed that continuous supervision was not maintained at all times.

  Corrective action. Corrective action plan has been provided, no further action is required.

• POLICIES AND PROCEDURES

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. Licensing reviewed the emergency supplies, all food was expired and some water packets.

  Corrective action. The manager said she will ensure they are replaced for all the children/staff in the facility.

  Observation. There was no record to accurately reflect which program children attended when the programs combined.

  Corrective action. Please ensure the attendance records are accurate.

  Observation. Licensing reviewed 12 children's files and observed that record of start dates were missing from 4 registration forms.

  Corrective action. Please capture the date of enrolment for each child.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Licensing reviewed 3 staff files and observed that although the CRC for one staff was not expired, it was not referenced to this facility. The Manager advised that the sharing process has been initiated.

  Corrective action. Please ensure compliance with section 19 (1)(a).

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed the following hygiene concerns: > Although they wear gloves, staff from one of the IT programs only use hand sanitizer to clean hands after diapering; > In one of the IT programs, the children's water bottles were stored on top of each other. Licensing expressed concerns about the transfer of germs because the lids were touching.

  Corrective action. Please ensure a healthy and safe environment is maintained at all times.

• OR SUPERVISION

  Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. The following has been identified in regards to staff to child ratios: > An ECE Assistant has been working alone in one of the 30 months to school age program without an approved staffing exemption from Licensing; > An ECE has been working alone in the infant program without an approved staffing exemption from Licensing. Licensing discussed compliance options.

  Corrective action. Please ensure appropriate staff to child ratios at all times.

  14030 - CCLR s.34(2)(b)
• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,

  Observation. Licensing reviewed 4 staff files and observed that record of certificate verification was missing for one staff.

  Corrective action. Please verify staff certificates using the system established and maintained by the director of the ECE registry.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Licensing reviewed 4 staff files and observed that one staff was missing evidence that they complied with the Provinces immunization and T.B control programs.

  Corrective action. Please obtain, from each staff prior to hiring, evidence that they complied with the Provinces immunization and T.B control programs.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Licensing reviewed 4 staff files and observed that although valid, 3 criminal record check clearance letters (CRC) were not referenced to the facility.The manager advised that the sharing process has been initiated.

  Corrective action. Please ensure CRC's are appropriately referenced.

  Observation. Licensing reviewed 4 staff files and observed the following: > Record of 2 character references was missing for the manager; > Record of 1 character reference was missing for one staff.

  Corrective action. Please obtain, from each staff prior to hiring, record of character references.
