A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. LO reviewed five staff files; two of which were missing verification of educator certificate.
Corrective action. Staff stated verification of certificates would be obtained and placed in the employees’ respective files.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. In Room 33, Licensing observed two unsecured shelf measured 1.8 meters tall and peanuts in the fridge which were accessible to a child in care with a care plan for a nut allergy.
Corrective action. Ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed shaving cream in a cupboard which was accessible to children in Room 34 and knives in a drawer accessible to children in Room 33.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. Licensing reviewed two care plans of which one indicated "as needed". The care plan did not provide specific instructions as to the amount or sympotoms. Additionally, medication for both care plans was not labelled.
Corrective action. Ensure that the medication is administered to the child in the amount and at the times specified by the parent or in the child's record or care plan.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Licensing reviewed nine children's files of which three was missing immunization status.
Corrective action. Ensure for each child, a record is kept showing immunization status.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. DLSOP Safe Play Space – There is no system in place to ensure the depth and adequacy of protective surfacing is maintained. Licensing observed the resilient surfacing on the School Age (SA) playground was insufficient. There was an area on the playground exposing a black ground cover, which could result in children falling and getting injured. The licensee said that she has requested for these issues to be corrected by the school for the last 2 years. It is the licensee’s responsibility to ensure that the play space is in good repair and is safe to use, otherwise an alternative plan will need to be developed until these risks have been addressed.
Corrective action. Ensure that the play space is in good repair for children to use. An alternative play plan needs to be in place for programming outside, ensuring there is adequate equipment for the children to play with.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that there was no record for an emergency drill for 2023.
Corrective action. Ensure that emergency drills are recorded.
13050 - CCLR s.56(1)(c) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that the food/water in the emergency supplies has been expired since 09/2023 and was not easily accessible in case of an emergency. There were backpacks and equipment placed in front of the emergency supplies, it took a while to get to the supplies. The manager stated she will develop a system to ensure the food/water is replaced before expiration.
Corrective action. Please ensure that emergency supplies are accessible with up to date supplies in each room.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. [Corrected on site] Licensing reviewed 8 children's files; observed 1 missing the medical practitioner’s name and telephone number.
Corrective action. Please ensure children's files are complete, a medical walk in clinic is acceptable.
