Observation. During the inspection, the Licensing Officer observed the following: - some sleeping mats were torn at the corners and required repair. - a broken lid on a toy storage bin was accessible to the children in care. *This was resolved during the inspection. - hazardous products stored in a bathroom were accessible to the children in care.

Observation. - Ensure that the current immunization status for each employee is included in the staff files.

Observation. - Ensure electrical outlets that are accessible to the children have safety covers. - A hazardous product (baby oil) was found accessible to the children in care. * Resolved during the inspection. No other hazards were observed by Licensing in the inside and outside play spaces. One of the outside play spaces has decreased in size and temporary fencing installed due to construction occurring next door. Licensing inspected the temporary fencing, which appeared to be sturdy and safe, and verified that the size of the affected outside space still meets requirements for the program.

Observation. - Based on the information received during this complaint investigation, the Licensing Officer has determined that the Licensee contravened Section 55(2)(a) "Notification of illness or injury". Specifically, the Licensee did not notify Licensing of an incident involving the emergency restraint of a child in care that occurred in Spring 2023. Based on the details provided by the manager, Licensing determined that the incident met the definition of "emergency restraint" as per Schedule H of the Child Care Licensing Regulation (CCLR). This contravention was not included in the original complaint concerns that were received.

Observation. - Based on the information received during this complaint investigation, the Licensing Officer has determined, that the Licensee contravened Section 51(1)(a) "Behavioural guidance" of the CCLR. Specifically, the Licensee did not ensure that behavioural guidance used in the Group Child Care (30 Months to School Age) program was appropriate to the age and development of the child receiving the guidance. - Based on the information received during this complaint investigation, the Licensing Officer has determined, that the Licensee contravened Section 52(1)(b) "Harmful actions not permitted" of the CCLR. Specifically, the Licensee did not ensure that a child must not be subjected to restraint by an employee unless authorized in a child's care plan.
